On the evening of the 20th, President Xi Jinping attended the 27th APEC Economic Leaders' Informal Meeting in Beijing by video and delivered an important speech entitled "Jointly Building a Community with a Shared Future in the Asia-Pacific Region".

Xi Jinping pointed out that at present, the world and the Asia-Pacific region are undergoing profound changes, and the new crown pneumonia epidemic has accelerated this trend. How to take the future path of Asia-Pacific cooperation is related to regional development, the well-being of the people, and the future of the world.

Xi Jinping stressed that we should take the vision of APEC cooperation after 2020 as a new starting point, open a new stage of Asia-Pacific cooperation, and jointly build an Asia-Pacific community of common destiny that is open, inclusive, innovative growth, connectivity and win-win cooperation.

First, adhere to openness and inclusiveness. We must resolutely safeguard peace and stability, firmly defend multilateralism, adhere to building an open world economy, unswervingly support the multilateral trading system with the World Trade Organization as the core, continue to promote regional economic integration, and build a free trade area in the Asia-Pacific at an early date. China welcomes the completion of the Regional Comprehensive Economic Partnership Agreement and will also give positive consideration to joining the Comprehensive and Progressive Agreement on Trans-Pacific Partnership. It is necessary to continue to implement APEC's high-quality growth strategy and inclusive action agenda. China will hold an inclusive trade and investment seminar.

Second, adhere to innovative growth. It is necessary to promote the dissemination and application of new technologies and strengthen the construction of digital infrastructure. Improve economic governance and create an open, fair, just and non-discriminatory business environment. China will promote the formulation of guiding principles for smart cities, advocate all parties to share the experience of digital technology in fighting the epidemic and restoring the economy, and advocate optimizing the digital business environment to unleash the potential of the digital economy. Next year, China will hold a seminar on digital poverty reduction.

Third, adhere to interconnection. It is necessary to smooth the safe and orderly flow of people, goods, funds and data. China is willing to work with all parties to actively and steadily promote the construction of "fast lanes" for the flow of people and "green channels" for goods, so as to maintain the safe and smooth operation of global and regional industrial and supply chains. Promote the docking of development plans and connectivity initiatives of all parties, and jointly build the "Belt and Road" with high quality.

Fourth, adhere to win-win cooperation. It is necessary to deepen the Asia-Pacific partnership of mutual trust, inclusiveness, cooperation and win-win results, uphold the concept of joint consultation, co-construction and sharing, and continuously improve the level of regional cooperation. Promote pragmatic cooperation on the basis of consensus, properly handle contradictions and differences, safeguard the correct direction of Asia-Pacific cooperation, and enable APEC to move forward steadily. China supports APEC in strengthening cooperation in vaccines, public health, small and medium-sized enterprises and other fields to help anti-epidemic cooperation and economic recovery.

Xi Jinping finally stressed that China is willing to work with all parties in the Asia-Pacific region to create a better future of peace and prosperity in the Asia-Pacific region and continue to move towards the goal of building a community with a shared future for mankind.

The meeting was chaired by Malaysian Prime Minister Muhiddin. The theme of the conference is "Unleashing people's potential, sharing a strong and prosperous future". Leaders of participating economies exchanged in-depth views and reached positive consensus on the response to the COVID-19 pandemic and the vision of post-APEC cooperation after 2020.

Leaders said that in the face of the challenge of the new crown pneumonia epidemic, all parties should seek common ground rather than disagree, strengthen unity, deepen vaccine cooperation, facilitate the flow of people and materials, overcome the crisis as soon as possible, and achieve economic recovery and growth. Adhering to the spirit of equal partnership, shared responsibility, mutual respect, mutual benefit and win-win results, we will strengthen cooperation in trade and investment, scientific and technological innovation, and digital economy, and deepen connectivity. Support the reform of the World Trade Organization, uphold multilateralism and the multilateral trading system, and create a free, open, fair, non-discriminatory, transparent and predictable trade and investment environment. Promote regional economic integration and the process of the Free Trade Area of the Asia-Pacific Region, and strive to build an open, vibrant, resilient and peaceful Asia-Pacific Community by 2040.

The meeting adopted the 2040 APEC Putrajaya Vision and issued the 2020 APEC Leaders' Kuala Lumpur Declaration.
