After Wang Wanqing stepped down as secretary of the Chengcheng County CPC Committee and was transferred to the Shaanxi Provincial Supply and Marketing Cooperative, Gao Chengwen, who was transferred to the post of secretary of the county party committee, and Gao Chengwen, who served as the governor of Chengcheng County, took over as the secretary of the county party committee, according to the official website of the Chengcheng County Government of Weinan City, Zhang Xu had been transferred across counties to be deputy secretary of the Chengcheng County CPC Committee, deputy county magistrate, and acting county magistrate.

According to the public resume, Zhang Xu, born in August 1978, a native of Huazhou, Shaanxi Province, joined the Communist Party of China in June 1999, began working in September 1999, and has a postgraduate degree.

In September 1999, he was appointed as a cadre of the Criminal Police Brigade of Linwei District, and in September 2003, he was transferred to the Weinan Municipal Committee of the Communist Youth League, successively serving as a section member, deputy chief clerk, and director of the office, and from March to September 2011, he was appointed as the deputy mayor of the people's government of Zhuangli Town, Fuping County, and after the suspension of his post, he became the deputy county governor of Hua County, and continued to serve as the deputy district chief after the withdrawal of Hua County in 2016.

In September 2016, he was transferred to Yang County. He has successively served as a member of the Standing Committee of the county party committee, the director of the organization department, the first director of the assessment office, the deputy secretary of the county party committee, the president of the party school of the county party committee (concurrently), the first director of the assessment office, the deputy secretary of the county party committee, the president of the party school of the county party committee (concurrently) and other positions.

In March 2021, he was appointed deputy secretary of the Heyang County Party Committee, president of the Party School of the county party committee, and secretary of the party committee of FangZhen.

In June 2021, he was transferred to Chengcheng County and served as deputy secretary of the county party committee, deputy county governor and acting county governor.
