01 Apply for the scope of registered enterprises

If there are clear provisions in bilateral agreements and protocols signed between China and the importing country/region, or where the laws and regulations of the importing country/region require the registration of fruit orchards and packaging plants imported into the country, the Customs shall register the exported fruit orchards and packaging plants exported to the country or region in accordance with the regulations.

If there are no clear provisions in the bilateral agreements and protocols signed between China and the importing country/region, and the laws and regulations of the importing country/region are not clearly required, the outbound fruit orchards and packaging plants may apply to the customs for registration.

02 Conditions that should be met for applying for registration as an outbound fruit orchard and packaging factory

1. Application for registration as an outbound fruit orchard must meet the following requirements:

(1) Continuous planting, with an area of more than 100 acres;

(2) There is no pollution source affecting fruit production around;

(3) Have a full-time or part-time plant protection officer, responsible for the monitoring and control of harmful organisms in orchards;

(4) Establish a sound quality management system. Quality management system documents include information on organizational structure, personnel training, pest monitoring and control, management of the use of agrochemicals, good agricultural practices, etc.;

(5) No major plant outbreaks have occurred in the past two years;

(6) Where bilateral agreements, protocols or laws and regulations of the importing country or region have special provisions on registration, they must also comply with those provisions.

2. Application for registration of an outbound fruit packing plant must meet the following requirements:

(1) The factory area is clean and hygienic, and there are raw material yards and finished product warehouses that meet the requirements of fruit storage;

(2) The functional areas such as fruit storage, processing, processing, and storage are relatively independent, have a reasonable layout, and take isolation measures and have an appropriate distance from the living area;

(3) Have cleaning, processing, insect and disease prevention and pest control facilities that meet the requirements of quarantine;

(4) The water source used to process the fruit and the agrochemicals used must meet the relevant food hygiene requirements and the requirements of the imported country or region;

(5) Have a sound health quality management system, including the management of fruit supply, processing, packaging, storage and transportation, etc.; have detailed records of fruit traceability information, epidemic prevention and control measures, pest detection and other information;

(6) Full-time or part-time plant protection personnel are assigned to be responsible for the implementation of epidemic prevention measures in the acceptance, processing, packaging and storage of raw materials and fruits, the control of toxic and harmful substances, the treatment of discarded fruits and the self-inspection of finished fruits;

(7) Orchards that provide fruit supply suitable for their processing capacity, or have a fixed supply relationship with the supply orchards;

(8) Where bilateral agreements, protocols or laws and regulations of the importing country or region have special provisions on registration, they shall also comply with those provisions.

03 Information required for application for registration of fruit orchards and packaging plants

1. Fruit orchards that apply for registration for the first time shall apply to the local customs office and submit the following materials:

(1) "Application Form for Registration of Outbound Fruit Orchards" (you can download the "Guidelines for the Administrative Examination and Approval of The Production, Processing and Storage of Outbound Plants and Their Products and Other Quarantine Substances" by looking up the Customs Administrative Examination and Approval Guidelines published on the Customs Portal website to obtain the form);

(2) Orchard schematic diagram, floor plan.

2. The fruit packaging factory that applies for registration for the first time shall apply to the local customs and submit the following materials:

(1) "Application Form for Registration of Outbound Fruit Packaging Factories" (you can download the "Guidelines for the Administrative Examination and Approval of Outbound Plants and Their Products and Other Quarantine Substances" by yourself by looking up the Customs Administrative Examination and Approval Guidelines published on the Customs Portal website and obtain the form);

(2) The floor plan of the packaging plant, the process flow and brief description of the packaging plant;

(3) A list of orchards providing fruit supply and a copy of the fruit production and purchase contract signed between the packing factory and the orchard.

04 Registration process

Users log on to the "Internet + Customs" integrated online government service platform (copy and open the URL through the browser: http://online.customs.gov.cn), enter the "Administrative Approval" section, click "Outbound Plants and Their Products, Other Quarantine Products Production, Processing, Storage Unit Registration" and handle it, fill in and seal the required materials, scan and upload.

The Customs shall make a decision within 20 working days from the date of acceptance of the application. If a decision cannot be made within 20 days, it may be extended by 10 days with the approval of the person in charge of the customs directly under the direct control, and the applicant unit shall be informed in writing of the reasons for the extension of the time limit.

05 Customs daily supervision and management

1. The Customs shall monitor and supervise the monitoring of harmful organisms, the monitoring and supervision of toxic and harmful substances in the fruit orchards and packaging plants exported from the areas under its jurisdiction. The monitoring results and supervision situation are an important basis for the classification and management of outbound fruit inspection and quarantine.

2. Fruit orchards and packaging plants leaving the country shall adopt effective pest monitoring, prevention and comprehensive management measures to avoid and control the occurrence of quarantine pests of concern to the imported country or region. Outbound fruit orchards and packaging plants shall comply with relevant laws and regulations, and the agrochemicals used shall meet the relevant food hygiene requirements and the requirements of the imported country or region. The packaging materials of the exported fruits shall be clean and hygienic, unused, and meet the relevant sanitary quality standards. Where the imported country or region has special requirements, the fruit packaging box shall indicate the type of fruit, the place of origin, and the name or code of the orchard or packaging factory in accordance with the requirements.

06 Exit declaration and export conformity assessment

The exported fruit shall be declared to the customs office where the packaging plant is located, and the relevant documents and proof of supply at the place of origin shall be provided in accordance with the regulations; if the source of the exported fruit is unclear, the declaration shall not be accepted.

Exported fruits that pass the inspection and quarantine are allowed to leave the country, and the exporter handles customs declaration and customs clearance procedures with relevant materials such as the electronic bottom account data number, and applies for the issuance of the electronic bottom account to issue phytosanitary certificates and other relevant certificates.

Those who have not been inspected and quarantined or whose inspection and quarantine are unqualified shall not be allowed to leave the country.

If the exported fruit fails to pass the inspection and quarantine, the Customs shall feedback the relevant information to the exported fruit orchard and packaging factory, and assist in investigating the causes and adopting improvement measures. Where the outbound fruit orchard or packaging plant is not in the jurisdiction, the customs carrying out the inspection and quarantine shall promptly notify the customs office of the place where the fruit orchard or packing plant is located.
