In order to rationally develop and utilize aerial cloud water resources, effectively prevent and mitigate meteorological disasters, and comprehensively improve the management level, scientific and technological level and service efficiency of artificially influencing weather, the state government recently revised and issued the "Detailed Rules for the Implementation of Artificial Weather Management in Linxia Prefecture".
It is understood that the "Detailed Rules" issued by this revision further standardize the responsibilities of departments, funding guarantees, team building, and operation specifications, and clarify the qualifications of operating units, the qualifications of operators, the setting of operating points, the management of launchers, ammunition management, airspace applications, operation implementation, safety inspections, and accountability. Our state will further establish and improve the command and coordination mechanism for the work of artificially influencing the weather, strengthen the unified management and guidance of the meteorological department for the work of artificially influencing the weather, and formulate a scientific and effective operation plan; make full use of aircraft, anti-aircraft artillery and other facilities to implement artificial rain (snow) or hail prevention operations, and organize research on artificial weather impact in disaster prevention and mitigation, climate change, ecological environmental protection, ensuring agricultural production safety and the development and utilization of cloud water resources.
