Jinji-Hebei Luyu is the abbreviation of Shanxi, Hebei, Shandong, and Henan, and the Jinji-Hebei Luyu Anti-Japanese Base Area was one of the important anti-Japanese base areas behind enemy lines in China during the War of Resistance Against Japanese Aggression; by the time of the victory of the War of Resistance Against Japan, it was divided into four districts: Taihang, Taiyue, Ji'nan, and Jiluyu.
The Jinji-Hebei Luyu Anti-Japanese Base Area was opened up for the 129th Division and 115th Division of the Eighth Route Army during the War of Resistance Against Japanese Aggression. After the "Lugou Bridge Incident", the Kuomintang and the Communists quickly reached a cooperation agreement, and the Chinese Workers' and Peasants' Red Army was reorganized into the National Revolutionary Army, of which the main force of the Red Army in the northwest was reorganized into the Eighth Route Army. In late August 1937, after the establishment of the Eighth Route Army, the three main divisions successively crossed the Yellow River in the east to advance into the anti-Japanese battlefield in North China, and in October of the same year, the 129th Division, the 115th Division, and the Youth Anti-Enemy Death Squad and other units successively entered the Taihang Mountains. In April 1938, the 129th Division created the Jin-Ji-Ji-Yu Military Region, which was based on Taihang and Taiyue, and in January 1938, the 129th Division's Eastward Column had already advanced into the Ji'nan Plain, and together with the local anti-Japanese forces, the Ji'nan Military Region was created in April, and the Jin-Ji-Yu Military Region and the Ji-Nan Military Region were the two military regions first established by the 129th Division.
After the fall of Taiyuan in November 1937, the 129th Division relied on Taihang and Taiyue to open up anti-Japanese base areas behind enemy lines in southeastern Jin and western Henan. In April 1938, after the victory of the Anti-Ninth Road Siege Campaign in southeastern Jin, the 129th Division formed the Jinji-Hebei Yu Military Region, with Ni Zhiliang, chief of staff of the 129th Division, as the commander of the military region, Huang Zhen, the political commissar, Wang Shusheng, deputy commander, and Lai Jifa, chief of staff.
After the establishment of the Jin-Jiyu Military Region in April, it was known as the Rear Command of the 129th Division of the Eighth Route Army, and in May it established five military sub-districts, which were active in the vast area of the Jin-Cha-Ji Border Region in the north, Jinpu Road in the east, Tongpu Road in the west, and the Yellow River in the south. At the end of 1938, the Jinji-Hebei Yubian Guerrilla Command was renamed the Jinji-Hebei Yubian Guerrilla Command, and in the autumn of 1939 it was called the Jinji-Hebei Yubian Guerrilla Column, and in June 1940, the Jinji-Hebei Yubian Military Region (Jinji-Hebei Yubian Guerrilla Column) was abolished in the reorganization and the Taihang Military Region and the Taiyue Military Region were established. The former commander of the Jinji-Hebei Yu Military Region was abolished as Wang Shusheng and the political commissar Huang Zhen; after the reorganization, Wang Shusheng was appointed deputy commander of the Taihang Military Region; and Huang Zhen was appointed deputy director of the Political Department of the 129th Division and deputy director of the Political Department of the Taihang Military Region.
In January 1938, the 129th Division formed the Eastward Column, with Chen Zaidao, deputy brigade commander of the 386th Brigade, as commander, Song Renqiang as political commissar, and Wang Hongkun as deputy commander. After the establishment of the Eastward Column, it entered the Ji'nan Plain, and in April 1938, the Ji'nan Military Region was formed, consisting of a column and a military region. In December 1938, the column was separated from the military region, and Song Renqiu was appointed commander and political commissar of the Ji'nan Military Region, and Wang Hongkun was appointed deputy commander.
In May 1944, the Ji'nan Military Region and the Jiluyu Military Region were merged to form the new Jiluyu Military Region, with Song Renqiang as commander, Huang Jing as political commissar, and deputy commanders Wang Hongkun and Yang Yong. In June 1945, the Ji'nan Headquarters was established. In August 1945, the Jinji-Hebei Luyu Military Region was established, under the jurisdiction of the Four Military Regions of Jiluyu, Ji'nan, Taihang and Taiyue, and in October 1945, the Ji'nan Military Region was officially restored, with Du Yide as commander and Li Jingyu as political commissar.
In July 1946, the second column of the Jin-Ji Luyu Military Region was merged with the Ji'nan Military Region, but the second column was still retained, with Chen Zaidao as commander and Wang Congwu as political commissar. In July 1947, the second column was separated from the Ji'nan Military Region, and Chen Zaidao led the second column into Dabie Mountain, with Xu Shenji as the commander of the Ji'nan Military Region and Wang Congwu as the political commissar. In May 1948, the Ji'nan Military Region was transferred to the North China Military Region, and in August 1949, the Ji'nan Military Region was abolished, and the former commander was Wang Guanghua and the political commissar Ma Guorui.
