1. The parties have not gone through the marriage registration procedures;
2. The two parties have gone through the marriage registration procedures but have not lived together;
3. Premarital payment and result in difficulties in the life of the payer. The application of the provisions of items 2 and 3 of the preceding paragraph shall be conditional on the divorce of both parties.
Therefore, according to the relevant provisions of the Civil Code, if the two parties conclude a marriage relationship and indeed live together, the payer does not have difficulties in living because of the expenditure of the dowry, and the dowry does not need to be returned.
