The Notice shows that since the date of issuance of this Notice, the relevant loans issued by banking financial institutions to affordable rental housing projects holding the certificate of recognition of affordable rental housing projects are not included in the management of real estate loan concentration.
Banking financial institutions should increase support for affordable rental housing, and provide financial products and financial services in accordance with the principles of legal compliance, risk control and commercial sustainability.
The "Circular" requires that banking financial institutions strictly implement the relevant statistical systems of the People's Bank of China and the Banking and Insurance Regulatory Commission to ensure that the data are true and accurate. The Notice applies to banking financial institutions that implement the management system of concentration of real estate loans.
The central bank said that the clarification that loans related to affordable rental housing projects are not included in the management of real estate loan concentration will help banking financial institutions to increase credit for affordable rental housing projects, support the construction of the mainland housing security system, and help promote the establishment of a housing system with multi-subject supply, multi-channel guarantee, and rent-purchase. In the next step, the People's Bank of China and the Banking and Insurance Regulatory Commission will accelerate the establishment and improvement of the housing rental financial system, continue to increase financial support for the construction of affordable housing and the development of the long-term rental housing market, and promote the virtuous circle and healthy development of the real estate industry.
