On February 1, the Provincial Atmospheric Office issued the "Emergency Notice of the Office of the Joint Conference on the Prevention and Control of Air Pollution in Anhui Province on the Discharge of Fireworks and Firecrackers in Chinese New Year's Eve in 2022", pointing out that the implementation of the policy of banning fireworks and firecrackers in Huainan City has weakened compared with previous years. The air quality in Huainan City at 17:00 on January 31 was mildly polluted, turned to severe pollution at 20:00, and turned to severe pollution at 22:00, and the process of severe and severe pollution lasted for 8 hours, and the concentration of PM2.5 hours reached a maximum of 286 micrograms per cubic meter. The inspection of the Municipal Atmospheric Office found that there was a phenomenon of fireworks and firecrackers in some counties and districts, especially in Panji District and Fengtai County, and the pollution situation of fireworks and firecrackers in the city was grim. The notice on the continued control of fireworks and firecrackers during the Lantern Festival is as follows:
(1) The people's governments of all counties and districts are the main body responsible for the work of banning fireworks and firecrackers, and should attach great importance to the work of banning fireworks and firecrackers. In key areas such as prohibited areas and around cities, it is necessary to convey the prohibition provisions to townships, villages, streets, and communities, and make full use of the existing grid management system to ensure that the fireworks and firecrackers ban measures are in place.
(2) The relevant departments directly under the municipal government shall be closely linked. The work of prohibiting release is led by the public security department, and the relevant departments such as urban management, market, emergency response, transportation, and urban construction should take the initiative in accordance with their own responsibilities. Housing security and real estate management departments should extensively mobilize property companies to strengthen the work of banning fireworks and firecrackers. Trade unions, youth league committees, women's federations and other social organizations should also give full play to their role, and cooperate with strengthening the publicity and public opinion guidance of the prohibition of fireworks and firecrackers.
(3) Strengthen source control and crack down on all kinds of relevant violations of laws and regulations in accordance with law. All departments should start from multiple links such as storage, transportation, and sales, and strictly control the circulation of fireworks and firecrackers. Prohibited areas should simultaneously implement ban measures, and sales behavior around prohibited areas should also be strictly controlled.
(4) Increase the intensity of publicity. Through traditional media such as television, radio, newspapers and periodicals, and new media such as Weibo and WeChat, we will simultaneously increase the publicity of the ban on fireworks and firecrackers. By creating a good atmosphere of public opinion, guide the broad masses to consciously abide by the prohibition and release regulations, and take the initiative to become practitioners of ecological civilization.
The Municipal Atmospheric Office and the Municipal Office for the Prohibition of Fireworks will carry out special inspections of the implementation of the ban on the display of fireworks and firecrackers in all counties and districts during the Lantern Festival, and invite the relevant departments of counties, districts, and municipalities to strictly implement the "Regulations on the Management of Fireworks and Firecrackers in Huainan City", and further do a good job in the control of the prohibition and restriction of fireworks and firecrackers during the Lantern Festival.
