At the meeting, Wei Xiaodong, member of the Standing Committee of the Municipal CPC Committee and director of the Organization Department, announced the decision of the municipal party committee on the readjustment of the posts of Comrades Xia Linmao and Sun Xinjun. The municipal party committee decided that Comrade Sun Xinjun would serve as a member, standing committee member, and secretary of the Dongcheng District Committee of the CPC Beijing Municipality, and Comrade Xia Linmao would no longer hold the posts of secretary, standing committee member, and member of the Dongcheng District Committee of the CPC Beijing Municipality.

Dongcheng District is the area with the highest concentration of cultural relics and monuments in Beijing, and after preliminary calculations, Dongcheng District will achieve a regional GDP of 295.47 billion yuan in 2020. Among them, the added value of the tertiary industry is 288.17 billion yuan, accounting for 97.5% of the total economic volume of the region.
As a part of the functional core area of the capital, the future development goal of Dongcheng District is to build a first-class district with excellent government environment, cultural charm and first-class living environment.
In February this year, Xia Linmao, then secretary of the Dongcheng District Party Committee, was appointed as a member of the Standing Committee of the Beijing Municipal Party Committee and secretary of the Education Working Committee of the Beijing Municipal Party Committee.
Zhao Lei: The youngest district party secretary in Beijing and the youngest district chief
Zhao Lei, the new secretary of the Tongzhou District Party Committee, was born in November 1972 and is currently the youngest district party secretary in Beijing. When he was appointed acting mayor of Tongzhou District in April 2018, he was the youngest district chief of Beijing's 16 districts at the time.
On July 14 this year, the Organization Department of the Beijing Municipal Party Committee issued a pre-appointment announcement that Zhao Lei intends to be the secretary of the district party committee.

In February this year, Zeng Zanrong, then secretary of the Tongzhou District Party Committee, went to Shandong to work as vice governor of Shandong Province.
In recent months, most of the important meetings in Tongzhou District have been chaired by Zhao Lei. For example, the meeting of the district leading group for the prevention and control of the new crown pneumonia epidemic and the meeting of the standing committee of the district party committee on the special topic of inspection and rectification were presided over by Zhao Lei; at the monthly work evaluation meeting of the secretary of the district party committee, Zhao Lei made on-site comments.
Tongzhou is the sub-center of Beijing and the office of the four teams in Beijing. According to the "Detailed Control Plan for Beijing Urban Sub-center (Block Level) (2016-2035)", the urban sub-center will build a world-class harmonious and livable city demonstration area, a new urbanization demonstration area and a Beijing-Tianjin-Hebei regional coordinated development demonstration area.
