On the evening of April 14, the news came that Li Ke, executive vice governor of Henan, had been appointed deputy secretary of the guangxi Zhuang Autonomous Region party committee.

Political knowledge circles (WeChat ID: wepolitics) have long noticed that Li Ke has been a vice-provincial for nearly 21 years and has also worked in the post of vice governor for more than ten years. In all respects, he is the most senior among the current executive vice governors of the provinces.

Li Ke, a Zhuang ethnic group who grew up in Guangxi and started his career in Guangxi, was born in December 1956 and will be 60 years old at the end of the year. At this point in time, he returned to his hometown after 15 years and served as the deputy of the party committee, once again ushering in a turning point in his career.

"China's most senior vice-ministerial-level cadre"

On the Internet, netizens who have studied personnel called Li Ke "China's first time-honored deputy ministerial-level cadre."

Li Ke was first a cadre of the Zhiqing Brigade in Fusui County, Guangxi Autonomous Region, and from this position he later became the secretary of The Status of Bose and was promoted to a member of the Standing Committee of the Guangxi Autonomous Region Party Committee in 1995, ranking at the deputy provincial level, when Li Ke was only 39 years old. Such a situation is rare in The Chinese bureaucracy, both then and now, and most of the officials who can be found to have been promoted to the vice-provincial level before the age of 40 have been promoted again, and some have taken on more senior leadership positions.

In 2001, Li Ke was transferred from Guangxi to Henan, and was transferred from secretary of the Nanning Municipal Party Committee to a member of the Standing Committee of the Henan Provincial Party Committee and the secretary of the Zhengzhou Municipal Party Committee.

Five years later, in January, Li Ke, who had a doctorate in economics, became the executive vice governor of Henan Province, and to this day, it is already the eleventh year. During his tenure as Executive Vice Governor, he was mainly responsible for the comprehensive coordination of economic regulation and operation, reform and opening up, construction of key projects (industrial agglomeration areas), energy planning and construction, development of service industry, development of logistics industry, human resources management, food safety, and government construction. At the same time, it is responsible for economic and social development planning, finance and taxation, finance, and institutional affairs. A person close to the Henan official field told Zheng Zhijun that Li Ke had a good reputation in Henan.

It plays an important role in cooperation between Guangxi and Henan

After leaving his hometown of Guangxi for Henan in 2001, Li Ke still plays a role in cooperation between the two provinces. In 2009, Henan Guangxi signed a strategic cooperation framework agreement, and Li Ke attended the signing ceremony. At that time, the chairman of the autonomous region was Ma Biao, who, like Li Ke, served as a leader in Baise and Nanning, and ma Biaoshi, who was promoted to vice-provincial level at the age of 50 in 2004, developed rapidly, became the chairman of the autonomous region in 2008, served as vice chairman of the National Committee of the Chinese People's Political Consultative Conference in 2013, and achieved promotion from vice ministerial to vice-state level within 10 years.

Ma Biao was succeeded by Chen Wu, the current deputy secretary of the regional party committee and chairman of the government, who was born in 1954 and entered the rank of vice-provincial official from the post of vice chairman of the autonomous region in 2005. Another deputy secretary of the Guangxi Autonomous Region, Wei Chao'an, was born in October 1955 and just became vice chairman of the Standing Committee of the Autonomous Regional People's Congress in January this year.

With The transfer of Li Ke to the post of deputy secretary of the regional party committee, Guangxi currently has three deputy secretaries.

There are big people in the "circle of colleagues"

Combing through Li Ke's "circle of colleagues" in the past 20 years, many officials who have worked with him have developed well.

In 2001, when Li Ke left Guangxi, he was succeeded by Li Jiheng, the secretary of the Nanning Municipal Party Committee, and both of them had served together as members of the Autonomous Regional Standing Committee, and Li Jiheng, who was 1 month younger than Li Ke, entered the Standing Committee two years later than him. In Nanning, Li Jiheng was promoted to deputy secretary of the regional party committee and later went to Yunnan as deputy secretary. In 2011, Li Jiheng became the acting governor of Yunnan, and a year later, he became a provincial official, and in 2014 he became the secretary of the Yunnan Provincial Party Committee.

At the beginning of Li Ke's tenure in Henan, the governor was Li Keqiang, and the vice governor was Chen Quanguo, all three of whom were born in 1955 and 1956. "Henan Daily" once reported such a small story, Li Keqiang is very concerned about the construction of Zhengdong New District, he often came to the East District alone to inspect the progress of the project. One night he came to the construction site again, found that the construction site was empty, he immediately called the then secretary of the Zhengzhou Municipal Party Committee and asked: "Li Ke, I am now in the East District, why is there no one on the construction site?" Li Ke hurriedly reminded him, "Secretary Li, today is Saturday, and the workers are resting." Chen Quanguo worked in Henan until 2009, when he was transferred from the post of deputy secretary to the post of governor of Hebei Province and is currently the secretary of the Tibet Autonomous Region Party Committee.

Henan is a place of relatively high-ranking officials, and Li Keqiang was followed by Li Chengyu, then executive vice governor, who later served as the party secretary and director of the council of the All-China Supply and Marketing Corporation. In addition, Lu Zhangong, who was transferred from the secretary of the Fujian Provincial Party Committee to the secretary of the Henan Provincial Party Committee in 2009, was elected vice chairman of the National Committee of the Chinese People's Political Consultative Conference in 2013 and became a vice-state official.

Ever testified in the Cheng Kejie case?

However, his "circle of colleagues" also includes Cheng Kejie. Cheng Kejie served in Guangxi for a long time before becoming vice chairman of the Standing Committee of the National People's Congress, and from 1990 to 1998, Cheng Kejie served as deputy secretary, acting chairman and chairman of the Guangxi Autonomous Region Government. Zhengzhi Circle (WeChat ID: wepolitics) found this record in the criminal verdict of Cheng Kejie's case: "The testimony of witnesses Yang Jichang and Li Ke confirmed that Cheng Kejie had recommended Zhou Yisheng as the director of the Beihai Municipal Public Security Bureau. ”

Yang Jichang has served as secretary of the Beihai Municipal Party Committee, acting mayor, mayor, and deputy secretary of the regional party committee, Li Ke served as secretary of the Beihai Municipal Party Committee from 1996 to 1998, and Zhou Yisheng served as the director of the Haicheng Branch of the Beihai Municipal Public Security Bureau at least from 1994 to 1998. From this point of view, it is very likely that Li Ke, who testified in the Cheng Kejie case, is what we call the official Li Ke.

Public information shows that in the Cheng Kejie case, a considerable number of existing leading cadres with relatively high positions are unwilling to come out to testify under the pretext of being busy with work. From this point of view, Li Ke's testimony was invaluable at that time.

As a doctor, he once initiated the "Introduction to Politics" in Zhengzhou

A review of early reports by the Political Knowledge Circle (WeChat ID: wepolitics) found that Li Ke, as a doctor of economics, was transferred from Guangxi to Zhengzhou in July 2001 at the beginning of his tenure in Zhengzhou, and proposed to introduce a doctorate in September. In this regard, he said that Zhengzhou is the capital of the largest province in Chinese and is an important transportation hub city, but compared with the surrounding Wuhan, Jinan and Xi'an, the city is small in scale and the level of urbanization is low. "Why? Lack of talents, when I first arrived, Zhengzhou city only had 3 doctors, a population of 8 million, only 3 doctors, how do you go to the domestic and international market competition? ”

He once asked the head of the doctor's unit to treat the doctor kindly, give them time to change, and create a good environment. There was a doctor who had just left the school and was sent to Xingyang City as the deputy mayor in charge of safety production, where there were often accidents in small coal kilns, he had to review as soon as he went, and when he was distressed, he talked to Li Ke, and Li Ke gently proposed to the local secretary to reduce his pressure, so that the doctor was addicted and unwilling to change jobs.
