In order to thoroughly implement Xi Jinping Thought on the Rule of Law and effectively prevent and resolve disputes involving the law and rights protection of troops and officers and soldiers, on the afternoon of January 26, the Navy of the Northern Theater, the Qingdao Intermediate People's Court, the Qingdao Municipal Bureau of Justice, and the Qingdao Arbitration Commission held a signing ceremony for cooperation in military-local judicial and legal services, formally establishing a military-local judicial cooperation relationship.
Guo Hongwei, deputy director of the Naval Political Work Department of the Northern Theater, attended the signing ceremony and delivered a speech; Li Fangmin, president of the Qingdao Intermediate People's Court; Wan Zhendong, director of the Qingdao Municipal Bureau of Justice; and Deng Huanli, director of the Qingdao Arbitration Commission, attended and spoke at the signing ceremony; and Liu Jinlong, deputy secretary of the Naval Discipline Inspection Commission of the Northern Theater and deputy director of the Supervision Commission, presided over the signing ceremony.
In his speech, Guo Hongwei first expressed his sincere gratitude to the Qingdao Intermediate People's Court, Qingdao Municipal Bureau of Justice, Qingdao Arbitration Commission and other units for their long-term support and help. He said: In recent years, there have been more and more problems involving the law in the armed forces, and officers and men have strong demands for law-related rights protection, which has become an important factor affecting the morale of the troops, affecting the motivation of officers and men's work, and affecting the security and stability of the grass-roots units.
Liu Jinlong said: The signing ceremony marks the formal determination of the judicial and legal service cooperation between the Navy of the Northern Theater and the Qingdao Intermediate People's Court, the Qingdao Municipal Bureau of Justice, and the Qingdao Arbitration Commission. In the next step, we will actively explore new models of innovation and cooperation, comprehensively improve the ability to guarantee legal services, solve the worries of the troops and officers and men to the greatest extent, and concentrate the main thoughts and energies of officers and men on preparing for war and building troops.
The leaders of the three cooperative units said: The establishment of judicial and legal service cooperation with the theater navy is of far-reaching significance, a glorious mission, and a heavy responsibility, and they will conscientiously perform the cooperation agreement, earnestly safeguard the legitimate rights and interests of the military, continuously improve the level of judicial guarantees and legal services, and contribute to the modernization of national defense and the armed forces.
It has been learned that in the early stage, under the active promotion of both the military and the localities, the Theater Naval Political Work Department took the lead, repeatedly communicated with the three units, and carried out comprehensive cooperation on carrying out legal popularization education, training military lawyers on behalf of the military, providing pro bono legal aid, and smoothing the green channels for arbitration and litigation mediation, and established and improved a number of institutional measures such as joint meetings and briefings.
