In recent years, with the sharp increase in the number of motor vehicles in the city and the contradiction between the supply and demand of parking spaces with serious shortages in the core area, parking difficulties and parking chaos have become the focus of problems that affect the image of the city, restrict urban development, and affect the quality of life of residents.
How to alleviate the problem of urban parking difficulties always affects the hearts of the leaders of the county party committee and the county government, and is also a problem that the Changsha County CPPCC has been thinking about. In recent years, the county CPPCC has carried out special consultations on topics such as "parking difficulties and parking chaos", and actively provided suggestions and suggestions for solving the phenomenon of "parking difficulties and parking chaos" in Xingsha District through detailed investigation and visits.

In response to the consultation report and key proposals on "controlling parking difficulties and parking chaos", functional departments such as the County Communications Commission Office, the County Housing and Construction Bureau, the County Administrative Law Enforcement Bureau, and the County Traffic Police Brigade actively implemented the relevant suggestions.
Changsha County has set up a static traffic management leading group, headed by the county chief, with 20 functional departments and town streets as member units in the district and county to form a joint work force; in view of the problem of parking difficulties in urban areas, three programmatic documents have been issued to optimize the top-level design; and in accordance with the principle of "one point, one policy", a comprehensive treatment plan for key areas has been formulated.
The county communications commission office led the investigation and mapping of the vacant land in 5 streets in the county, and a total of 59 have been declared, and it is expected that more than 3,000 parking spaces can be added after the completion of parking facilities. This year, Changsha County also plans to add 16,000 parking spaces and include them in the people's livelihood assessment task.
Since July 2020, Changsha County has launched a smart parking project, the first phase of which includes a total of 1930 berths in Xingsha, Quantang, Xianglong and Changlong streets. This year, the second phase of the plan has been launched (including about 4,000 roadside parking spaces in Xingsha Street, Quantang Street and Xianglong Street), and feasibility study and design scheme preparation are currently underway.
The county housing and urban-rural development bureau took the lead in renovating 16 old residential areas in the urban area, and planned to add 303 parking spaces according to local conditions. Some communities work together with traffic police, urban management, and fire fighting to make full use of parking spaces in the community.
The county traffic police brigade and the county fire brigade have carried out the centralized rectification of fire passages and the special action of "zombie car" rectification, at the same time, in the existing intelligent intercom and parking management law enforcement system, the electronic capture system of motor vehicle illegal parking has been developed, and the first electronic police capture in the city, and 16 sets of electronic illegal parking capture systems have been installed in the Longtang resettlement area of Xianglong Street, which will be gradually promoted in the county, and the new 132 illegal parking automatic capture electronic police have also been put into use.
In addition, the county CPPCC also focused on "building a county-wide transportation" and "songya lake follow-up development and construction" to carry out special research, the county party committee organized a report meeting on the results of the county CPPCC special research, and the consultation report of the county CPPCC provided a useful reference for the scientific decision-making of the county party committee leaders.
After the meeting, the county government arranged for relevant functional departments to actively implement the deployment of the meeting, and has taken the parking difficulties of Songya Lake Jinsha Yintan as the focus, and formulated a comprehensive traffic management plan around Songya Lake in accordance with "one district, one policy".
The County Songya Lake Ecological New City Development Center has launched the construction of 7 ecological parking lots along Wanming Road, Laodaohe Road and Xiangdi Road, which is expected to increase by 1018 parking spaces, and at present, 507 parking spaces have been opened, and all of them will be completed by the end of the year.
