The 14th Five-Year Plan and the 2035 Long-Term Goals Outline clearly propose to "build a number of national-level tourism and leisure cities and neighborhoods with distinctive cultural characteristics" when drawing up the blueprint for China's urban development.

On April 7, Beijing Union University and Social Science Literature Publishing House jointly held a press conference on the "Green Paper on Urban Leisure and Tourism Competitiveness" in Beijing, and released the "China Urban Leisure and Tourism Competitiveness Report (2020)".

The "Daily Economic News" reporter learned from the press conference that the report announced the list of the top 30 cities in the "National Urban Leisure and Tourism Competitiveness", including Beijing, Shanghai, Hangzhou, Nanjing, Guangzhou, Shenzhen, Chongqing, Suzhou, Xiamen, Chengdu and other cities.

<h2>Beijing, Shanghai and Hangzhou ranked among the top of the 30 cities list</h2>

Wang Limin, president of the Social Science Literature Publishing House, said at the press conference that during the "14th Five-Year Plan" period, China will enter a new stage of development. At this stage, people's leisure tourism needs will be more intense and diversified, and the expectations for leisure tourism will be more abundant and beautiful, so it is urgent to put the needs of leisure tourism to meet the needs of the people in a more important position and formulate systematic policies.

Liu Deqian, a professor at Beijing Union University, introduced by video that the "China Urban Leisure and Tourism Competitiveness Report (2020)" is the first research report published in China that uses "urban leisure competitiveness" and "urban tourism competitiveness" as a conjugate power for parallel research. After 4 years of preparation and exploration by the research group, the research results at this stage were finally achieved.

The research report includes three parts: "General Report", "Sub-Report" and "Special Report", the intention of the "General Report" is to "find ways to improve the competitiveness of urban leisure and tourism"; "Sub-Report" and "Special Report" have three articles, and the three special research groups focus on the three competitiveness of "basic elements driven", "efficiency enhancement driven" and "innovation and maturity driven", and conduct research on different aspects.

Liu Deqian said that the research group collected and analyzed the cross-sectional data of the sample cities, and after empowerment calculation and layer analysis and summary, the comprehensive ranking of 24 groups of "top 30 cities" in the dimension of categories was aggregated into the comprehensive ranking of the three groups of "top 30 cities" with three driving forces, and finally selected the top 30 cities in the "National Urban Leisure and Tourism Competitiveness".

The list includes the following cities:

Beijing, Shanghai, Hangzhou, Nanjing, Guangzhou, Shenzhen, Chongqing, Suzhou, Xiamen, Chengdu;

Dalian, Qingdao, Tianjin, Wuxi, Xi'an, Wuhan, Ningbo, Changsha, Luoyang, Huangshan;

Harbin, Zhuhai, Fuzhou, Taiyuan, Kunming, Shenyang, Jinan, Changchun, Guiyang, Quanzhou.

In Liu Deqian's view, from the analysis of the overall pattern of the comprehensive ranking of the "top 30 cities", it can be found that their distribution in the whole country still shows the characteristics of the "Hu Huanyong Line" (the comparative line dividing China's population density, the population density south of the line is higher, and the population density north of the west is lower), but it is not the reality completely determined by the location of the "Hu Huan Yong Line", each city has the characteristics of each other, in the ranking of "Basic Elements Sub-Index", "Efficiency Enhancement Sub-Index" and "Innovation and Maturity Sub-Index", All of them have been fully manifested.

<h2>Improve human settlements to enhance the competitiveness of cities</h2>

The reporter learned from the press conference that "looking for ways to improve the competitiveness of urban leisure and tourism" is the main purpose of this topic. The study confirms that taking "urban leisure competitiveness" and "urban tourism competitiveness" as the conjugate driving force for the enhancement of urban functions, so that the leisure market serving the city's residents and the tourism market serving future tourists can intersect and develop, so that public services and market services can better complement each other, which is indeed a better measure for the city to achieve more with less.

The research group believes that the relevant research on urban leisure competitiveness and tourism competitiveness is not only conducive to the comprehensive improvement of China's urban leisure function and tourism function, it is conducive to getting out of the dilemma of excessive congestion of holiday tourism at present, it is conducive to realizing the harmonious sharing of urban environment and services by local residents and foreign tourists, and from the perspective of sustainable development, it is also conducive to promoting the convergence of leisure and tourism competitiveness with the development direction of modern cities, and is conducive to promoting the comprehensive development of modern cities.

Therefore, after the pursuit of the experience of the advantages of the top cities and the analysis of the underdevelopment of many cities, the study puts forward four specific suggestions for further enhancing the competitiveness of urban leisure and tourism:

First, it is necessary to further improve the urban living environment in order to enhance the basic elements of competitiveness;

The second is to further develop urban public space in order to grasp the core of the future sustainable development of the city;

The third is to further increase the intensity of "doing practical things for the people" in various cities, with a view to increasing and optimizing urban public services for citizens and foreign guests;

The fourth is to further enhance the supply of leisure and tourism (including using the principle of supply-side reform to expand the market, enhance the supply of residents' culture and leisure, and enhance the supply of residents' sports, fitness and leisure).
