Under the influence of cold air, most of the warning areas in the past 72 hours experienced persistent low temperature weather with an average temperature or minimum temperature more than 5°C lower than that of the same period of the year (the latest climate average), and it is expected that the average temperature or minimum temperature in the above areas will continue to be lower by more than 5°C in the next 48 hours. Local people's governments at all levels, relevant departments, and units should make preparations for preventing low temperatures in accordance with their duties; agriculture, forestry, and animal husbandry should make good preparations for preventing frost damage to crops and trees and from cold for livestock; facility agricultural production enterprises and peasant households should pay attention to regulating and controlling the temperature in greenhouses to prevent vegetables, flowers, and other economic plants from suffering from frost damage; relevant departments should regulate residents' heating according to the situation, and coal-fired heating users should pay attention to preventing carbon monoxide poisoning; personnel who work outdoors for a long time and engage in activities should take necessary protective measures; and individuals should pay attention to wearing hats and hats when going out.
