The mainland has a good foundation and conditions for realizing new industrialization and building itself into a manufacturing power. Deeply understand and accurately grasp the major tasks of promoting new industrialization. First, we will make every effort to promote the steady growth of the industrial economy. The steady growth of the industrial economy is an important foundation for promoting new industrialization. Implement a series of policies and measures to stabilize growth, maintain the basic stability of the proportion of the manufacturing industry, and give full play to the role of the "ballast stone" of the industrial stability macroeconomic market. Give full play to the leading role of key industries and key regions, implement the work plan for the steady growth of 10 major industries such as steel, petrochemical and automobile, support major industrial provinces to "bravely take the lead", support all localities to give full play to their respective advantages and achieve growth goals, and support the accelerated development of Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, etc., to form more industrial growth poles. Take multiple measures to expand demand, accelerate the implementation of major projects in the "14th Five-Year Plan" of the manufacturing industry, support enterprises to increase equipment renewal and technological transformation, deepen industry-finance cooperation, continue to carry out the action of "improving quality, increasing varieties, and creating brands", promote high-quality products such as new energy vehicles, green building materials, and smart home appliances to the countryside, and strive to stabilize bulk consumption and cultivate and expand new consumption. Strengthen the monitoring, forecasting and early warning of industrial economic operation, discover emerging and trending problems in a timely manner, and do a good job in pre-research, prediction and policy reserves.

Second, efforts should be made to improve the resilience and security of industrial and supply chains. An independent, controllable, safe and reliable industrial system is the prerequisite and strategic support for new industrialization. Coordinate and promote the shortcomings of the industry, forge the long board, and strengthen the foundation, implement the high-quality development actions of the key industrial chain of the manufacturing industry, continuously enhance the resilience and competitiveness of the industrial chain, and firmly grasp the leading power of development in their own hands. Focus on making up for shortcomings, implement "one chain and one policy" in the field of safe development, strengthen the upstream and downstream of the industrial chain to tackle key problems, turn points into beads, string beads into chains, and ensure the stability and smoothness of the industrial chain and supply chain. Focus on forging long boards, focusing on rare earths, photovoltaics, new energy vehicles, 5G and other advantageous industrial chains, forging a number of "killer" technologies, and improving industrial quality. The third is to comprehensively enhance the ability of industrial scientific and technological innovation. Innovation is the fundamental driving force of new industrialization. Strengthen the main position of enterprises in scientific and technological innovation, implement preferential tax policies such as additional deduction of enterprise R&D expenses, encourage enterprises to increase investment in innovation, build more national-level innovation platforms in the layout of enterprises, and strive to build an innovation system with enterprises as the main body and efficient and deep integration of production, education, research and application. We will build a high-level industrial science and technology innovation platform system, optimize the construction and layout of manufacturing innovation centers, build a number of test and verification platforms and pilot test platforms, and accelerate the construction of world-leading science and technology parks and industrial science and technology innovation highlands. Fourth, continue to promote the optimization and upgrading of the industrial structure. The optimization and upgrading of industrial structure is an inherent requirement of new industrialization. Sixth, we will further promote the green and low-carbon development of industry. Green and low-carbon is the ecological background color of new industrialization. We will further implement the action of carbon peaking in the industrial sector, promote the green transformation of key industries such as steel, nonferrous metals, building materials, petrochemicals, and chemicals, improve the industrial energy-saving management system, accelerate the research and development and promotion and application of energy-saving and carbon-reduction technologies and products, strictly implement the capacity replacement policy, and resolutely curb the blind development of the "two high" projects. In-depth implementation of green manufacturing projects, increase the supply of green products, build a number of green factories, green industrial parks, green supply chains, and improve green manufacturing standards and service systems. Accelerate the development of green and low-carbon industries, improve the development level of energy electronics and green energy equipment, promote the electrification of inland and offshore ships, and expand green consumption such as new energy vehicles, green home appliances, and high-efficiency, energy-saving and environmental protection equipment. Seventh, accelerate the construction of world-class enterprises. Enterprises are the main force to promote new industrialization. 3. Gather a strong synergy to accelerate the promotion of new industrialization
