Since the beginning of this year, the Changting County Soil and Water Conservation Center has thoroughly implemented the spirit of General Secretary Xi Jinping's important instructions on soil erosion control in Changting and the work requirements of "striving for excellence, daring to be the first, and striving for efficiency through hard work", closely following the theme of the "Industrial Development Year" activity, and taking the expansion and improvement of the "Changting experience" to accelerate the construction of the national soil and water conservation high-quality development pilot area as the starting point, and the project-based promotion of soil erosion control has made a "good start". From January to March, the county carried out comprehensive soil erosion control and ecological restoration of 72,000 mu, and completed 64% of the 112,600 mu of annual plan tasks issued by the city.
The first is to clarify the goal of tackling key problems and promote the construction of the project in a timely manner. Refine and clarify the annual project construction goals and tasks, print and distribute the "Implementation Plan for the Creation of a Pilot Zone for Promoting the High-quality Development of Soil and Water Conservation in Changting County in 2024", and plan and implement 26 "six major projects" such as ecological precision governance, supervision guarantee, and quality improvement, with a total investment of 190 million yuan. Adhere to the list of projects, the list of concretization, clear phased tasks, inverted construction period, wall chart operations, the implementation of the "weekly report, monthly scheduling, quarterly notification" system, to ensure that the key projects are completed in an orderly schedule. The second is to seize policy opportunities and plan water conservation projects in advance. Keep abreast of the latest policy introduction and the direction of financial support from higher levels, strengthen the "province to Beijing", take the initiative to connect, establish a reserve of soil and water conservation quality and efficiency improvement projects, plan and implement the national key construction project of soil and water conservation, the provincial comprehensive management of soil erosion, the upgrading and transformation project of the key station of hydraulic erosion observation in Changting County, the national soil and water conservation monitoring Changting County, and the ecological demonstration forest of soil and water conservation of Guangzhou Water Group. There are 5 projects such as comprehensive control of cultivated land soil erosion in Changting County, with a total investment of nearly 80 million yuan, of which 2 projects have been approved for implementation, and 25 million yuan of subsidy funds above the provincial level have been stolen.

Incorporate major construction projects into the "ledger" management of soil and water conservation plan approval services, carry out one-to-one tracking services, guide production and construction units to deepen the demonstration of soil and water conservation in the early stage of the project, implement the requirements of soil and water conservation laws, regulations, standards and specifications, and refine the scope of responsibility, objectives and measures for soil erosion prevention and control of the project, so as to help the project start construction as soon as possible. Implement a one-time notification, immediate handling, and on-site completion system, simplify and optimize the approval of soil and water conservation plans for production and construction projects, improve the one-time review pass rate, shorten the approval time limit to 2-3 days, and effectively improve the social management and service level of soil and water conservation.

Fourth, strengthen coordinated supervision and strictly prevent new soil erosion. Issued the "Work Plan for the Special Action for the Rectification of Soil Erosion Risk Projects in Changting County" (Ting Xianxing Office [2024] No. 1), and carried out a large-scale rectification of the implementation of soil erosion control measures for production and construction (including mines), engineering, supplementary cultivated land and other projects over the years, and strengthened daily inspections and administrative law enforcement, strictly implemented the "three simultaneous" system of soil and water conservation, and strictly controlled soil erosion caused by man-made. From January to March, a total of 433 soil erosion risk projects were investigated, 4 soil and water conservation plans were approved, 7 soil and water conservation independent acceptance were carried out, 23 key projects were randomly inspected, 1.6541 million yuan of soil and water conservation compensation fees were collected, and 7 projects with possible soil erosion problems were urged to pay close attention to rectification.
