Recently, the Ministry of Housing and Urban-Rural Development announced the expert review opinions on the qualification of construction engineering enterprises, which will be publicized from April 22, 2024 to April 29, 2024.
In terms of engineering survey qualifications, the expert review opinions of the six applications were all "disagree".
In terms of engineering design qualifications, the expert review opinions of the five applications were all "disagree".
In terms of the qualifications of construction enterprises, the expert review opinions of the 9 applications were all "disagree".
In terms of the qualification of engineering supervision enterprises, the expert review opinions of 11 applications were "agreed", and 38 were "disagreed".

Housing and Urban-Rural Development Departments of all provinces and autonomous regions, Housing and Urban-Rural Development (Management) Commissions of municipalities directly under the Central Government, Beijing Municipal Planning and Natural Resources Commission, Housing and Urban-Rural Development Bureau of Xinjiang Production and Construction Corps, Construction Departments (Bureaus) of relevant departments of the State Council, and central enterprises managed by the State-owned Assets Supervision and Administration Commission:
In accordance with the "Administrative Licensing Law" and the relevant regulations on the management of construction enterprise qualifications, our ministry has organized an expert review of the application materials for the recent application for the qualification of construction engineering enterprises, and the expert review opinions are now publicized on the website (https://www.mohurd.gov.cn) of the housing and urban-rural development department, so as to widely accept social supervision. The details of the personnel, representative project performance and other details in the application materials of the enterprise can be queried by clicking on the "Housing and Urban-Rural Development Department Household Website→ the Administrative Examination and Approval Column of Construction Engineering Enterprise Qualification →Basic Information Publicity of Qualification Declaration".
Enterprises that disagree with the expert review opinions can inquire about the specific opinions through the "Housing and Urban-Rural Development Department Household Website →Government Service Enterprise Administrative Examination and Approval → Application Progress Inquiry (Acceptance and Issuance of Certificate Information Inquiry)". The publicity time is: April 22, 2024 to April 29, 2024 (7 working days, specific opinions can be queried from April 22, 2024). If the enterprise has any objection to the expert review opinion, it can submit a statement application through the construction enterprise qualification declaration software (download address: http://jsb.justonetech.com/) during the publicity period, and the electronic data package containing the statement application form (signed by the legal representative and stamped with the seal of the unit) will be submitted by the provincial housing and urban-rural construction department, and the administrative examination and approval centralized acceptance office of our ministry can be accepted. The date of submission of the statement materials shall be subject to the date of submission by the provincial housing and urban-rural development department.
Any relevant units and individuals, if they have any objections to the qualifications of the enterprise, can report the situation to the Construction Market Supervision Department or the General Office of the Ministry of Construction. The unit needs to affix the official seal to reflect the situation, and the individual needs to sign the real name and leave the contact number, address and postal code. If you are not clear or do not understand the public opinions, please consult directly with the Construction Market Supervision Department of our ministry.
