Dafang Luojiao River Hydropower Station is located in the Luojiao River section of the Baifu River Basin at the junction of Shuangshan Town, Zhuyuan Township and Xiangshui Township in Dafang County, Guizhou, and is the seventh level power station planned in the Baifu River Basin, with a normal water storage level of 1272m, a total storage capacity of 46.5 million m3, an installed capacity of 2×10MW, and an average annual power generation of 6960kw.h. The construction of the power station started in March 2005 and was put into operation on October 1, 2006. Luojiahe Hydropower Station is one of the supporting projects of Dafang Thermal Power Plant, and the completion of the project is mainly to provide water intake guarantee for the completion and operation of the thermal power plant.

Hydropower resources are abundant. There are many subterranean river sections, few basins, deep river valleys, and canyons along the river channel. There are 15 main tributaries, arranged in order from top to bottom: Magu River, Liuqu River, Yemachuan River, Chahe River, Hongyan River, Machang River, Yindi River, Houhe River, Wuzuo River, Baifu River, Mubai River, Woshui River, Banjiazhai River, Zhijin River, Puweng River, there are seven confluences from the left bank, and there are eight on the right bank, among which the larger tributaries are Baifu River and Hongyan River. The total area of the basin is 10,874 square kilometers, of which 10,224 square kilometers are in Bijie City. The middle and upper reaches of the basin are alpine mountainous areas, with low temperature, low annual rainfall and late rainy season, which is a dry area with little rain in Guizhou Province.

In 1998, the Dafang Luojiahe Hydropower Station was approved by the former Provincial Planning Commission Qianji Agricultural Economics [1998] No. 678 document, and in 2008, the Provincial Planning and Development Commission [2005] No. 800 document design change was approved. Dafang Luojiahe Hydropower Station covers a total area of 65.7632 hectares (including land area: 44.7192 hectares and water area of 21.044 hectares), involving six administrative villages in three townships and towns of Shuangshan Township, Zhuyuan Township and Xiangshui Township in Dafang County. On April 28, 2005, the People's Government of Dafang County established the Dafang Luojiaohe Hydropower Station Project Construction Land Acquisition and Resettlement Leading Group; On April 29, 2005, it was stationed in the Dafang Luojiahe Hydropower Station Project Area and the reservoir area, and began to carry out the survey and registration of physical indicators of construction land acquisition and resettlement. In the survey and registration of physical indicators for construction land acquisition and resettlement, the working group went deep into the field to understand the specific situation, verified the physical data of the land section by section, block by block, and house by house, to ensure the accuracy of the physical index survey and registration, and completed the survey and registration of the physical indicators of land acquisition and resettlement for the construction of Dafang Luojiahe Hydropower Station on December 19, 2005.

The installed capacity of Luojiahe Hydropower Station is 2×10MW, the total reservoir capacity is 46.5 million cubic meters, the maximum dam height of the hyperbolic concrete arch dam is 81m, and the project is a third-class project. After the completion of the power station, the annual power generation capacity of 69.6 million kW·h, in the local power grid to play a peak regulation role, will also improve the downstream Dongfeng power station and the river power station power generation guarantee rate, increase the power generation efficiency, and in the local power grid to form a pattern of water and fire, improve the quality of power supply, and at the same time for the "west to east" Dafang thermal power plant water intake to provide a strong guarantee.

The rainfall collection area above the power station is 170,000 square kilometers, with an average annual flow of 19.7 cubic meters per second and a total annual average runoff of 621 million cubic meters. The power station is 10 kilometers away from Dafang County, 40 kilometers away from Bijie City, and 600 meters upstream of the Luojiahe Bridge (321 National Highway) in the Baifu River Basin of Shuangshan Town, Dafang County. The reservoir was inundated and the construction permanently occupied 101.75 acres of cultivated land and 511.42 acres of forest land. The reservoir also submerged a small number of agricultural and sideline production facilities and specialized projects, and did not directly flood the population.
