Notice of Temporary Control of Aircraft (Airborne Objects) and Construction Equipment
In accordance with the "Basic Flight Rules of the People's Republic of China", "General Aviation Flight Control Regulations", "Civil Airport Management Regulations" and other relevant regulations, in order to implement the airport clearance protection management requirements and ensure the safety of relevant activities, the temporary control requirements for aircraft (lift-off objects) and construction equipment (including but not limited to construction tower cranes, derricks and other equipment) within Pingyuan Town, Jiayi Town and Asher Township are hereby notified as follows:
1. Control objects
(1) Small aircraft or airborne objects
Small aircraft or airborne objects with all or part of the characteristics of "low-altitude and ultra-low-altitude flight, slow flight speed, small size and not easy to be detected by radar", the main types are: light and ultralight aircraft, light helicopters, unmanned aerial vehicles, aviation models, gliders, delta wings, power delta wings, paragliders, paramotors, manned hot air balloons, airships, aerial balloons, tethered balloons, etc.; Acts such as flying pigeons, kites, balloons, and aerial photography.
(2) Construction machinery and tools
Including but not limited to construction tower cranes, derricks and other equipment.
2. Control time
From June 19 to June 23, 2024 (flight items that have been approved in the early stage must also be controlled in accordance with the requirements of this notice).
3. Scope of control
Pingyuan Town, Jiayi Town, and Asher Township are all over the three townships.
4. Control measures
(1) Unmanned aerial vehicles and other aircraft are prohibited from carrying out all kinds of sports, entertainment, advertising flight activities and balloon release activities during the time specified in this Circular (flight items that have been approved in the early stage must also be controlled in accordance with the requirements of this Circular). Flights involving special tasks such as safety and security, emergency rescue, meteorological detection, police duty, and television broadcasting must have flight qualifications that are consistent with the aircraft used, comply with relevant regulations such as radio frequency band management, and submit an application to the relevant regulatory departments in advance in accordance with the law, and obtain approval and report to the public security organs before carrying out flight activities.
(2) For non-emergency projects, in principle, construction machinery and tools (including but not limited to construction tower cranes, derricks and other equipment) shall not be raised, and if necessary, the height of construction machinery and tools must be controlled within the allowable construction height, and a small red flag shall be hung.
(3) Those who violate the requirements of this circular shall be investigated and dealt with in accordance with law, and those who violate the administration of public security shall be punished by the public security organs in accordance with law, and those who constitute a crime shall be investigated for criminal responsibility in accordance with law.
