It clarifies the implementation conditions, operation and maintenance management, fund raising and other matters of the ladder.

At the same time, the Draft for Comments clarifies the implementation subject and related obligations: all the owners of the elevator funded by this unit are the builders of the project (hereinafter referred to as the builders), responsible for the unification of opinions, project construction, equipment procurement, project implementation, maintenance management, etc., and assume the relevant responsibilities and obligations of the project construction unit in accordance with the law. The builder may entrust the owner's representative or the project management unit with corresponding qualifications and good credit standing as the implementation body to act as the agent for the above work. The client shall sign an entrustment agreement with the trustee to clarify the rights and obligations of both parties.

The "Draft for Comments" also clarifies the method of raising funds for the work of adding elevators: the city encourages and supports the addition of elevators to existing multi-storey residences, and gives a project subsidy of 200,000 yuan per unit to eligible project builders. The above-mentioned subsidy funds, the projects within the scope of the main urban area (), the municipal and district finances shall bear according to the financial system, and the municipal finance department shall arrange the subsidy funds according to the audit results of the municipal housing and urban-rural development department; The subsidy funds for the remaining counties (districts) shall be borne by the local finance.

The builder can withdraw the special maintenance fund of the residence and the housing provident fund of both husband and wife to pay for the personal sharing of the cost of adding elevators. The amount of housing provident fund withdrawal shall not exceed the individual share amount of the cost of adding elevators to existing multi-storey residences after deducting project subsidies and maintenance funds.

According to the Consultation Paper, the implementation procedure is divided into nine stages: owner application, agreement signing, survey and design, project publicity, objection mediation, project approval, construction, acceptance work, and subsidy funds.
