The Action Plan clarifies that by 2027, Xinjin District will carry out eight major actions: industry, construction and municipal administration, transportation, agriculture and rural areas, education, culture, sports and tourism, medical and health fields, large-scale equipment renewal special actions, consumer goods trade-in and renewable resources recycling special actions.

The main objective

By 2027, the scale of investment in equipment renewal in the fields of industry, agriculture, construction, transportation, education, cultural tourism, and medical care in the region will increase by more than 25% compared with 2023. The energy efficiency of the main energy-using equipment in key industries has basically reached the energy-saving level, the proportion of production capacity with environmental protection performance reaching the A-level has been greatly improved, the penetration rate of digital R&D and design tools in industrial enterprises above designated size has exceeded 95%, the numerical control rate of key processes has reached the national average, the recycling volume of scrapped vehicles has increased by 1 times compared with 2023, the transaction volume of second-hand cars has increased by 50% compared with 2023, and the resource recycling chain has been basically established.

Focusing on promoting new industrialization, we will support the upgrading and transformation of enterprise equipment with the focus on energy conservation and carbon reduction, ultra-low emission, and safe production. Explore and support the "micro-technological transformation" of enterprises, actively promote the "small, fast and accurate" technological transformation activities of micro-design, micro-innovation and micro-adjustment, and support green food, rail transit, new energy and other industries to carry out single-point updates of model equipment and production links; Support maintenance, overhaul and transformation, and encourage enterprises to install circulating water pumps, waste heat power generation and other equipment on production terminals, exhaust gas, sewage and other devices; Based on the "Advanced Level of Energy Efficiency, Energy Saving Level and Access Level of Key Energy-using Products and Equipment" and the current mandatory national standards for energy efficiency, we will focus on promoting industrial boilers, motors, transformers and other equipment to reach the second level and above energy efficiency level; Focus on promoting the renewal and transformation of pollutant treatment facilities in key areas such as packaging and printing, industrial coating, etc., help and guide enterprises in key industries with heavy pollution weather to implement upgrading and transformation, and promote the improvement of environmental protection performance; Focus on the key links of safety risks, promote the application of advanced and applicable safety emergency equipment, and improve the intrinsic safety level of enterprises.

Accelerate the renewal of equipment in the field of construction and municipal infrastructure
