In order to promote the long-term balanced development of the population and improve the pertinence and effectiveness of fertility support policies, recently, Jiangsu has included 13 assisted reproductive medical service projects such as "embryo culture" and neuraxial labor analgesia projects into the scope of medical insurance fund payment, which will be implemented from July 1, 2024.
Reimbursement rate of assisted reproductive treatment projects up to 80%
In the early stage, according to the requirements of the relevant project guidelines of the National Health Insurance Bureau, the provincial medical insurance and health departments standardized and unified the current assisted reproductive medical service projects in our province, established a number of new assisted reproductive medical service price projects such as "embryo culture" and formulated the project charging price. The project included in the medical insurance fund payment covers the development of artificial insemination and IVF and other commonly used and necessary medical assisted reproductive technology, the province implements a unified medical insurance payment policy, the insured personnel in the province in accordance with the health and medical insurance and other relevant policies and regulations of medical institutions, the implementation of human assisted reproductive technology occurred in the 13 assisted reproductive technology project outpatient treatment costs, the implementation of outpatient according to the project separately paid, staff medical insurance and resident medical insurance patients in addition to the first part of the payment, the overall fund according to 80% and 70% respectively to be paid.
Taking artificial insemination as an example, the masses usually need to do artificial insemination, sperm optimization treatment and other items when they go to the hospital, according to the project collection standard, the price of artificial insemination is 500 yuan, the sperm optimization treatment is 750 yuan, and the hospital needs to charge 1250 yuan, after being included in the medical insurance payment, the employee medical insurance reimbursement is about 1000 yuan, and the individual only needs to pay more than 200 yuan.
For another example, taking the first generation of IVF as an example, the commonly carried out projects include 2,500 yuan for egg retrieval, 750 yuan for sperm optimization, 4,500 yuan for embryo culture, 1,350 yuan for embryo culture-blastocyst culture, and 2,300 yuan for embryo transfer.
Painless delivery is included in the medical insurance reimbursement
Focusing on improving the fertility experience, on the basis of Jiangsu neuraxial anesthesia being included in the maternity insurance category A diagnosis and treatment items, since July 1, the special project "neuraxial labor analgesia" for painless delivery has been included in the payment scope of basic medical insurance, and the payment category is category A.
This policy will reduce the medical burden of painless delivery, better meet the demand for such reproductive medical services, and help build a childbirth-friendly social environment.
In the next step, the medical insurance department will continue to strengthen the tracking and monitoring of the implementation of the policy with the health department, guide medical institutions to standardize the development of medical services, promote the convergence of basic medical insurance, maternity insurance and related economic and social policies, and jointly promote the long-term balanced development of the population.
In addition, the release of the Junzi Municipal Medical Insurance Bureau learned that when the insured person uses the assisted reproductive technology project in a different place in the province, the medical expenses that meet the requirements are included in the outpatient clinic and paid separately according to the project, and the reimbursement ratio will not be reduced if the long-term medical treatment in another place and the medical treatment are transferred to other places through a local qualified hospital; For those who go through the voluntary transfer or do not go through the formalities for the transfer, the individual shall pay 20% of the money in advance and then be reimbursed according to the regulations.
