On July 1, the Jiangxi Medical Insurance Bureau issued the "Notice on Doing a Good Job in the Implementation of the Results of the Centralized Procurement of 13 Medical Consumables in the Beijing-Tianjin-Hebei "3+N" Alliance" and the "Notice on Doing a Good Job in the Implementation of the Results of the Centralized Procurement of Orthopedic Trauma Medical Consumables in the Beijing-Tianjin-Hebei "3+N" Alliance".
According to the above notice, from 0:00 on August 1, 2024, Jiangxi medical institutions will implement the results of the centralized procurement of 13 kinds of medical consumables in the Beijing-Tianjin-Hebei "3+N" alliance and the centralized procurement of medical consumables for orthopedic trauma. The procurement cycle is 2 years, and the first year is from August 1, 2024 to July 31, 2025.
The purchase volume of the agreement signed between each medical institution and the manufacturer of the selected product is disclosed simultaneously.
According to the requirements of the document, the production enterprise independently selects the distribution enterprise of the selected products and establishes the distribution relationship through the procurement management subsystem. Medical institutions, production enterprises and their selected distribution enterprises shall sign a tripartite agreement through the procurement management subsystem before August 1, 2024.
In terms of supporting measures, the medical insurance payment standard of the selected products shall be determined in accordance with the relevant regulations and the selected price. The purchase price of the selected products shall be settled directly by the medical insurance fund and the supplier enterprise.
It is understood that this round of Beijing-Tianjin-Hebei "3+N" alliance consumables procurement involves many categories, including access roads, hemostatic materials, digestive intervention, peripheral intervention, etc., a total of 28 types of consumables, Hebei, Sanming Alliance, Anhui, Guangxi, Guizhou, Jiangxi, Liaoning, Qinghai, Yunnan, Tibet, Xinjiang, Xinjiang Production and Construction Corps and other places partially or fully participated in the centralized procurement.
In this centralized procurement, there is no "guaranteed price/reduction" in the rules, and the competition is fierce, and the overall winning rate is about 27%.
At present, Hebei (May 15), Guangxi (June 28) and other places have begun to implement the results of the election. It is expected that other provinces will also promote the implementation of centralized procurement in the future.
In addition to the Beijing-Tianjin-Hebei "3+N" alliance centralized procurement, sports medicine and intraocular lens national procurement, hemodialysis, hemostasis materials, coronary intravascular ultrasound diagnostic catheters, infusion pumps, dural (spinal) membrane patches, hernia repair materials, renal function and cardiac enzyme reagents, general intervention, neurosurgery and other large-scale inter-provincial alliance centralized procurement is still in the intensive landing stage.
According to Cyberblue Equipment, from July, Jiangxi, Hunan, Inner Mongolia, Shanxi, Hebei, Guizhou, Shandong and other places will successively implement the results of centralized procurement of various types of consumables, and the price reduction chain of consumables will continue to fluctuate.
In 2024, the "low-price linkage" model will continue
In recent years, the Beijing-Tianjin-Hebei "3+N" alliance has carried out a lot of consumables centralized procurement, and the bargaining potential energy continues to be released.
Among them, the linkage procurement with volume is more distinctive. The alliance explored the linkage price reduction mechanism earlier, and promoted the rapid price adjustment of high-price areas in the low-price linkage mode for the consumables categories that have been carried out in China, so as to form a wider range of price reduction coverage and improve the efficiency of centralized procurement.
In 2024, the Beijing-Tianjin-Hebei "3+N" alliance will have a number of new actions in the field of consumables centralized procurement, and the volume linkage model is expected to continue.
In June this year, the Beijing-Tianjin-Hebei "3+N" alliance launched three alliance centralized procurement projects: the linkage procurement of renal function and cardiac enzyme biochemical detection reagents, the linkage procurement of liver function and biochemical detection reagents, and the linkage procurement of hemodialysis medical consumables.
The three major consumables alliance centralized procurement adopts the volume linkage and two-way selection of the volume procurement method, according to the use needs of the procurement subject, with reference to the overall market price level, comprehensive quality and other factors, and links the volume procurement prices of all provinces (autonomous regions and municipalities directly under the central government) across the country.
In the centralized procurement, the declared price is significantly higher than that of other declared products of the same variety and registration unit or other declared products in the same group catalogue to ensure that a reasonable price difference is maintained between the declared products, and the selected products are determined through mutual selection between the buyers and sellers, and the volume linkage procurement is implemented.
At the same time, the Beijing-Tianjin-Hebei pharmaceutical joint procurement platform has opened the volume linkage column of medical consumables such as aneurysm clips, indwelling needles, hernia repairs, dura (spinal) membrane patches, and hemostatic materials, and carried out information maintenance. It is expected that in the future, the alliance centralized procurement of these five types of consumables will also continue to advance.
According to the requirements of the National Health Insurance Administration, in 2024, a new batch of high-value medical consumables organized by the state will be carried out in a timely manner.
The National Health Insurance Administration focuses on guiding the following national joint procurement work: Jiangxi takes the lead in carrying out the procurement of biochemical in vitro diagnostic reagent alliance; Anhui took the lead in the procurement of in vitro diagnostic reagents such as tumor markers; Guangdong took the lead in carrying out the procurement of ultrasonic cutter head alliance; Zhejiang took the lead in the procurement of breast rotary needle alliance; Fujian took the lead in the procurement of ligation clips for vascular tissue closure; Henan took the lead in carrying out alliance procurement such as coronary artery cutting balloons; Hebei took the lead in the procurement of vascular interventional and other consumables.
In addition, varieties that have been carried out in many provinces, such as hemostatic materials, patches, and in vitro diagnostic reagents, will be included in the scope of centralized procurement through volume and price linkage. By the end of 2024, each province will complete at least one batch of centralized procurement of medical consumables.
A new round of centralized procurement of consumables will usher in a new and efficient model.
