Recently, a number of doctoral students with equivalent academic ability at China Medical University posted a request for help, saying that more than 60 people at the university were told by the university that they could not award degrees after passing the defense of their doctoral dissertations with equivalent academic ability, and that they needed to "win provincial and ministerial science and technology progress awards and publish high-quality articles" in order to obtain degree certificates. Students who do not meet the requirements are required to sign an automatic refund and withdrawal agreement.
Why is this happening? The reason is that both the school and the doctoral students wanted to take advantage of the loopholes, but they were discovered by the Ministry of Education, so they were dumbfounded. Let's talk about the regulations for obtaining a doctorate degree and the follow-up treatment of this matter.
01. Regulations on obtaining doctoral degree certificates
First of all, this regulation did not come out of nowhere, but was deliberated and adopted at the 16th meeting of the Academic Degrees Committee of the State Council on June 18, 1998:

Article 9 Qualification Examination (2) Applicants should have made outstanding achievements in the fields of teaching, scientific research, and specialized technology, independently published high-level academic papers or high-level monographs in the subject field for which they applied for a degree, and their scientific research achievements have been awarded at or above the national or provincial or ministerial level.
This is the equivalent academic qualification regulation formulated by the Academic Degrees Committee of the State Council, and it has been 26 years since this year. As a result, the students who were stuck at China Medical University this time did not have the above conditions of "high-level academic papers/awards at or above the national or provincial level", so they naturally did not meet the regulations.
What's even more interesting is that the explanation given by China Medical University is that "when the university recruited doctors with the same academic qualifications, the university misunderstood the documents of the Ministry of Education." ”
Are you going to say that a dignified university has been misunderstood for so many years for such a critical national document? Has an industrial chain been formed?
Fortunately, the Ministry of Education found out, but before that, a large number of doctors of equivalent academic ability who did not meet the requirements have been awarded degrees, what should I do?
02, how to deal with this?
In response to this matter, China Medical University said: after the rectification, all students who are about to graduate need to re-qualify and meet two basic conditions, and the graduation time is not limited, and if there is any objection, they can voluntarily withdraw and refund.
So, should the degrees previously awarded due to misunderstanding be recovered? This kind of thing should be dealt with separately.
1. For China Medical University, how is the rectification intensity? Who is responsible for understanding the wrong documents and issuing degree certificates in violation of regulations? Has it been dealt with, has it been implemented? Do you have to pay for the losses caused to others? With such a detailed requirement in the regulations, why did China Medical University ignore it? Is the qualification review a non-existent one?
2. For equivalent academic doctors who do not comply with the policy. Those who have not yet graduated will continue to be implemented in accordance with the regulations, so there is a need to either continue to extend and meet the conditions, or refund and leave.

Note: Many units in mainland China require doctors to publish articles, and even have requirements for SCI zoning, which is actually very simple, because it is more difficult to cheat.
Writing a book like a graduation thesis, and finally finding some familiar judges to evaluate and defend, and then passing, there is too much room for maneuver. However, SCI is generally an international journal, and the review is more strict, and the operability is more difficult, so it is actually relatively fairer.
It is not denied that some people have a high level but just can't post high-quality articles, but in the vast majority of cases, this is positively correlated.
As for the equivalent academic ability, it means that these people do not actually meet the normal pathway, but the policy also gives these people a chance, so they use the same academic ability to obtain a degree.
