1. Registration method and time
Candidates must register in person through the online registration system on the official website (https://ntce.neea.edu.cn/) of the Primary and Secondary School Teacher Qualification Examination of the Education Examination Institute of the Ministry of Education. The registration process includes three links: information filling, information confirmation, and online payment, and the schedule of each link is as follows:
(1) Fill in the information.
Time: 9:00 on July 5, 2024 to 16:00 on July 8, 2024. After the deadline, the registration system will be automatically closed and no longer accept candidates.
(2) Information confirmation.
Time: 9:00 on July 6, 2024 to 16:00 on July 9, 2024.
(3) Online payment.
Time: 9:00 on July 6, 2024 to 24:00 on July 10, 2024.
2. Registration conditions and requirements
Candidates who register for the primary and secondary school teacher qualification examination (written examination) in the second half of 2024 in our province shall meet the following conditions at the same time:
(1) Qualifications. Chinese citizens who have not reached the national statutory retirement age, whose household registration or school is located (limited to full-time students of ordinary colleges and universities) or whose residence permit application is in Shandong Province can apply for the examination in Shandong Province. Persons who have lost their teaching qualifications must not register for examinations; Persons who have been deprived of political rights or who have committed intentional crimes and have received a criminal punishment of fixed-term imprisonment or higher must not register for the examination; Those who have been revoked from teaching qualifications are not allowed to register for examinations for 5 years; Those who cheat in the teacher qualification examination must not register for the examination again within 3 years.
(2) Academic qualifications. Applicants for kindergarten and primary school teacher qualifications shall have a college degree or above; Applicants for junior high school, senior high school, secondary vocational school cultural courses, and secondary vocational school professional course teacher qualifications shall have a bachelor's degree or above; Applicants for the qualifications of internship instructors in secondary vocational schools shall have a degree of graduation from a secondary vocational school (including a technical school) or above, and shall have a professional and technical position equivalent to that of an assistant engineer or above, or a technical level of intermediate or above workers.
Full-time junior college and undergraduate students in the third year or above in ordinary colleges and universities and full-time undergraduate and graduate students in ordinary colleges and universities who meet the requirements of the corresponding academic level can apply for the examination. Among them, the grades of "3+4" undergraduates, "three-two continuous study" and "five-year consistent system" junior college students enrolled in junior high school are counted from the time they are transferred to higher education (i.e., after registering for higher education). Other students are not eligible to apply for the exam.
(3) Others. In addition to the above conditions, candidates should also meet the requirements of teacher qualification in terms of ideology, morality, body, Putonghua, etc., please log on to the official website of the Shandong Provincial Department of Education to check the "Shandong Province 2024 Primary and Secondary School Teacher Qualification Certification Announcement".
In addition to the above conditions, Hong Kong, Macao and Taiwan residents who study, work and live in our province should also meet the requirements of the Notice of the General Office of the Ministry of Education, the Secretariat of the Taiwan Affairs Office of the Central Committee of the Communist Party of China, and the Secretary of the Hong Kong and Macao Affairs Office of the State Council on Issues Concerning Hong Kong, Macao and Taiwan Residents Applying for Primary and Secondary School Teacher Qualifications in the Mainland (Teacher's Office [2019] No. 1).
3. Registration process
(1) Fill in the information.
1. Individual Registration. Candidates need to register first after logging in to the registration system, and register their mobile phones for receiving SMS for verification, each number can only be registered once, and fill in the personal information truthfully according to the requirements of the registration system after registration. When full-time students in ordinary colleges and universities fill in the information, the information item of "current grade" in the registration system shall be subject to the grade after enrollment in September of this year.
2. Photo upload. Candidates must upload a bareheaded, frontal, color, and white-background ID photo of themselves within the past 6 months, which shows the upper part of the candidate's head and shoulders, and hats, headscarves, headbands, and sunglasses are not allowed; Photo format and size: JPG/JPEG format, no more than 200K.

3. Examination area and subject selection. Candidates must select the test area where their household registration or school or residence permit application is located as the test area (those who hold a residence permit for Hong Kong, Macao and Taiwan residents should choose the test area where their place of residence is located; Holders of Mainland Travel Permit for Hong Kong and Macao Residents or Mainland Travel Permit for Taiwan Residents can choose the test area where their place of study, work or residence is the test area), and select the test type and test subjects according to their own situation (please be sure to select all the subjects you intend to apply for this time at one time), and the specific test location is subject to the address on the admission ticket downloaded by the candidate.
4. Special reminder.
(1) Candidates should determine whether they meet the qualifications for the examination according to the relevant requirements of this notice, and submit the application information truthfully, accurately and honestly. In case of violation of the above requirements, the responsibility shall be borne by the candidate.
(2) Once the registration information of all candidates is confirmed, it cannot be changed, please be sure to ensure that all the information is accurate before submission.
(3) The verification of higher education qualifications will be carried out in the process of teacher qualification recognition, and whether the academic qualifications are valid shall be subject to the academic qualification certification results of the China Higher Education Student Information Network.
(4) During the registration process, if there is a system operation problem, please call the system customer service number: 010-82345677.
(2) Information confirmation.
1. Review the results. After submitting the registration information, candidates must log in to the registration system again before the deadline for information confirmation to check the confirmation results of the education enrollment examination institutions in each city.
2. Submit for review. If you confirm that you meet the registration conditions, please correct the incorrect information you fill in according to the real situation before the deadline for confirming the work, and re-select the application category, test area, and subject according to the registration process, and submit it, and re-accept the confirmation of the test area, otherwise it will be invalid registration, and it will be deemed to be automatically given up after the deadline.
3. On-site confirmation. If the feedback result requires on-site confirmation, candidates must contact the education admissions examination agency of the city where the test area is located (see Appendix 1 for the consultation telephone number) and go to the designated place for on-site confirmation.
(3) Online payment.
1. Pay your bills on time. After the candidate's information is confirmed, they can pay the fee online according to the prompts of the registration system, and after the payment is successful, the registration page will display the status of "registration successful (paid)", and the registration will be completed. Once the examination fee is paid, it will not be refunded, please pay attention to the majority of candidates.
If the registration is not confirmed or the confirmation is passed but the payment is not completed before the deadline, the registration will be unsuccessful and will be treated as automatic abandonment, and it will not be reissued after the deadline.
2. Basis of charges. The fee shall be implemented in accordance with the provisions of the Shandong Provincial Development and Reform Commission and the Shandong Provincial Department of Finance's "Reply to the Fee Standards for Three Examinations including the Teacher Qualification Examination" (Lu Fa Gai Price [2024] No. 474), with 60 yuan per person per subject.
4. Printing of the admission ticket
Candidates who have successfully registered and paid the fee can log in to the registration system from September 9 to September 15, 2024, download and print the admission ticket by themselves, and take the examination at the time and place specified in the admission ticket (see Appendix 2 for the examination time).
5. Score inquiry
Candidates can log on to the official website of the Primary and Secondary School Teacher Qualification Examination (https://ntce.neea.edu.cn) of the Education Examination Institute of the Ministry of Education from November 8, 2024 to check the results of the written test. If candidates have any objections to their test results, they can submit an application for review according to the requirements of the Municipal Education Admissions Examination Agency within 10 working days after the results are announced.
6. Violation of discipline, cheating and illegal handling
Examination violations, cheating, and violations of the law shall be handled in accordance with the "Measures for Handling Violations in National Education Examinations", "Regulations on Teacher Qualifications", "Amendment (IX)" to the Criminal Law, and other relevant provisions. Among them, if there is a violation of discipline, the examination results of the subject will be cancelled; If there is cheating, the results of each subject registered for the examination this time will be invalid, and they will not be allowed to take the teacher qualification examination again within 3 years; where a crime is constituted, the judicial organs shall pursue criminal responsibility in accordance with law.
7. Other matters
(1) Candidates majoring in music, physical education, and aesthetics are coded separately for public subjects.
The public subjects 1 and 2 of the written examination for candidates majoring in music, physical education and aesthetics are coded separately (corresponding subject codes: 201A, 202A, 301A, 302A), and such candidates can choose to apply for separately coded public subjects when registering for the written examination.
Candidates who have passed subjects 201A and 202A will only be interviewed for the primary school category of music, physical education and aesthetics; Candidates who have passed subjects 301A and 302A will be interviewed only for junior high school, high school, and secondary vocational culture courses in music, physical education, and aesthetics. Candidates who have passed 201, 202, 301 and 302 can replace the 201A, 202A, 301A and 302A passes. Candidates have passed 201A, 202A, 301A and 302A and cannot replace the passing results of 201, 202, 301 and 302.
(2) The universality of test scores.
Candidates who have participated in the National Primary and Secondary School Teacher Qualification Examination (written examination) in other provinces and have obtained a passing score in a single subject or above, on the premise of meeting the application conditions of our province, can take the primary and secondary school teacher qualification examination in our province, and their qualified subjects can be exempted from the examination within the validity period.
(3) Validity period of results.
The passing results of a single subject in the written examination are valid for 2 years; The Education Examination Agency of the Ministry of Education will provide a certificate of passing the primary and secondary school teacher qualification examination for candidates who have passed the written examination and interview, and the validity period is 3 years.
(4) Preparation for the examination.
Candidates must log on to the official website of the Shandong Provincial Education Admissions Examination Institute to read the "Letter to the Candidates of the Primary and Secondary School Teacher Qualification Examination (Written Examination) in the Second Half of 2024" before the exam, and make preparations in accordance with the relevant requirements.
