In recent years, Fang County has adhered to and developed the "Fengqiao Experience" in the new era, innovated the "4355" grassroots governance work method, built the "Four" grassroots governance platform, carried out the "three officials" to patrol the villages on a regular basis in rural areas, implemented the "five members" to lead the co-governance and share a happy and beautiful life in the community, deepened the construction of a harmonious and beautiful home with the "five micro" activities, promoted the upgrading of grassroots governance, and built a safe and stable social development environment. A number of indicators in the county have maintained a double-digit growth rate, and the economic and social development assessment indicators have ranked first in the city for two consecutive years, and have successively won the honorary titles of national garden county, national health county, provincial civilized county, and provincial ecological civilization construction demonstration county.

1. Build the "four" grassroots governance platform. Fang County combines the actual situation, integrates the advantages of resources, and builds four major platforms for grassroots management services, such as the co-governance platform of diversified subjects, the construction of the county and rural integration work platform, the characteristic mediation platform, and the industry mediation platform, which is not only an open platform for the government, society, and individuals to participate and contribute together under the leadership of the party, but also to truly build a shared platform that pays attention to the results of governance. The first is a platform for the co-governance of diversified subjects. Fang County tightly glues together the forces of community party organizations, neighborhood committees, property companies and other parties. At present, the "Party Building Consortium" and "Big Party Committee" have been established in 11 communities in the county, promoting the integration of more than 450 party organizations in various fields into regional party building, building 27 standardized party building + neighborhood centers, and continuously optimizing the quality of serving the masses through the "party building +" model, fully releasing the "spillover effect" of "grasping party building and promoting governance". The second is to strengthen the construction of work platforms. The platform of the county and rural three-level mediation center has been constructed, and the layout of the former county social governance center has been optimized, functions have been integrated, upgraded, and standardized. 20 township social governance centers and 281 village social governance studios can reach the standard and be operationalized by the end of the year. The third is to build a characteristic mediation platform. 286 "Bright People" mediation studios have been set up in counties and villages to conduct special mediation for major and difficult disputes, and up to now, a total of 157 major disputes have been mediated, with a mediation success rate of 100%. The fourth is to build an industry mediation platform. The county has integrated 36 industry departments, selected 25 chief legal consulting experts, and established 8 industry mediation committees to comprehensively improve the level of conflict mediation capabilities.

2. Build and strengthen the grassroots governance team of "three officials" patrolling villages. Rural governance is the cornerstone of national governance. Without effective governance of rural areas, there will be no comprehensive revitalization of rural areas. Fang County makes good use of the magic weapon of reform, grasps the key of the team of "township officials, village officials, and police officers", regularly goes deep into the masses to collect social conditions and people's opinions, resolves contradictions in a timely manner, effectively resolves and handles emergencies, takes the initiative to do practical things for the masses, and fully activates the endogenous power of rural governance. The first is to build a strong village-level backbone team. Focusing on the actual governance of the rural "acquaintance society", the village is equipped with a team of "township officials" (1 member of the township team + 1 young cadre + several cadres of the station), "village officials" (village cadres + reserve cadres), and police officers (film police + auxiliary police), according to the different conditions of the village, adhere to the principle of what is lacking and what is made up, and promote the "three officials" to concurrently serve as members of the village party branch according to the actual situation of the village, and promote the effective sinking of the township governance force to the village, resolve the contradictions in a timely manner, and do practical things for the masses. The second is to establish a "village patrol" mechanism. Adhere to the system of half-year patrols, monthly routine inspections, and special inspections during important periods for farmers in the village. 3. Match the "five members" to lead the grassroots governance force. Always adhere to the people-centered development concept, fully implement the party's mass line, set up party building instructors, grid members, party member demonstrators, building (household) managers, neighborhood mutual aid members and other "five" to lead the backbone of grassroots governance, give full play to the role of party members to take the lead, cadres to demonstrate, in major community affairs "decision-making conspiracy, development and co-construction, construction co-management, effect co-evaluation, results sharing, the "five common work method" is like five solid pillars, jointly supporting the profound concept of co-creation. The first is to form a team of co-creation instructors to take the lead in leading co-creation activities. The co-creation instructors are members of the township party committees, cadres stationed in the villages, and party building liaison officers (party members and cadres in sinking communities), who are responsible for the overall coordination, supervision and guidance of the co-creation activities in the region, and the integration of resources to provide guarantees. The second is to build a strong team of grid members and play a leading role in mobilizing the masses to participate in grid (community) governance. The grid members are members of the "two committees" of the community, who lead the establishment of a grid operation system of "information collection, problem discovery, task division, collaborative disposal, and result feedback" to stimulate the endogenous motivation of the masses to participate in governance. The third is to train excellent party members, leading the way in leading the masses to participate in the project of substituting awards for compensation. Give full play to the role of "one party member with ten households", and party members lead the masses to participate in the construction of people's livelihood projects, and create an atmosphere for the whole people to participate in building a better environment. Fourth, it is necessary to complete the team of building (household) managers and play a leading role in driving the masses to self-govern and self-manage. With the residential building as the unit, establish a building management team of "two chiefs and one member" of the building chief, the head of the neighborhood center, and the property manager; In the village group, one household administrator is elected for every 10-15 households; Drive neighbors to play the role of "masters" and manage the building well. Fifth, strengthen the team of neighborhood mutual aid workers and play a leading role in harmonious neighborhood relations. Mobilize every member of the public to pair up with their neighbors and recognize their "relatives", organize various forms of good-neighborly activities, and integrate the tradition of "distant relatives are not as good as close neighbors" into modern urban governance. Up to now, the county's 14 communities have been equipped with 28 co-creation instructors, 243 grid members, 1,369 building (household) managers, 3,235 party member service teams, and 7,565 neighborhood mutual aid teams, and a total of more than 2,400 volunteer service activities, serving more than 160,000 residents, collecting and resolving 12,000 appeals, and the mass satisfaction rate reached 98.7%.

Fourth, deepen the "five micro" to jointly create a harmonious homeland. In the new grassroots governance, Fang County has extensively carried out the activities of "micro wishes", "micro crowdfunding", "calculus", "micro typical" and "micro changes", giving full play to the active participation of the masses in the joint creation of a better environment and a happy life, and has done a number of good facts, explored a number of institutional achievements, and opened up a new pattern of social governance in the new era of conspiracy, co-construction, co-management, co-evaluation and sharing. The first is the "micro-wish + grid meeting" to promote collusion. Adopt "every 6 deliberations" (6th, 16th, and 26th of each month) to sort out and approve the "micro-wishes" of the masses in a timely manner, and build a closed loop of "expression-collection-implementation-feedback-evaluation" of "micro-wishes".
