Fishing is a matter of temperament, but if an angler goes into the wrong place to fish or fish, it is illegal.
Illegal fishing in waterways and other places has seriously affected the navigation safety of passing ships, and there are great potential safety hazards, harming others and themselves.
Waterway Law of the People's Republic of China
Article 35 The following acts endangering the safety of navigation of waterways are prohibited:
(1) setting up fishing gear or aquaculture facilities in waterways;
(2) Dumping sand, gravel, soil, garbage and other wastes within the protected area of waterways and waterways;
(3) Engaging in cargo loading and unloading, water refueling, ship maintenance, fishing, etc., in navigable buildings and their pilot channels and ship dispatch areas, affecting the normal operation of navigable buildings;
(4) endangering the safety of waterway facilities;
(5) Other acts that endanger the safety of navigation of waterways.
Article 42 Whoever commits any of the following acts in violation of the provisions of this Law shall be ordered to make corrections by the department responsible for the management of waterways, and shall be fined not more than 50,000 yuan for units and not more than 2,000 yuan for individuals; If losses are caused, they shall be liable for compensation in accordance with law:
(1) setting up fishing gear or aquaculture facilities in waterways;
(2) Dumping sand, gravel, soil, garbage and other wastes within the protected area of waterways and waterways;

Regulations of the People's Republic of China on Navigation Standards
Article 15 The following behaviors that endanger navigation beacons are prohibited:
(1) Stealing, looting, or otherwise illegally occupying navigation beacons or navigation equipment;
(2) Illegally moving, climbing, or smearing navigation beacons;
(3) Shooting or throwing objects at navigation beacons;
(4) Climbing objects on navigation beacons, tying livestock, boats, fishing equipment, explosives, etc.;
(5) Other acts of damaging navigation beacons.
Article 17 The following behaviors that affect the efficiency of navigation are prohibited:
(1) Drilling, digging pits, excavating earth and rock, stacking articles or carrying out open fire operations within 20 meters of the navigation beacon or in the ground where the navigation beacon underground pipelines and lines are buried;
(2) Blasting operations within 150 meters around the buoy;
(3) Burning waste land within 500 meters of the navigation mark;
(4) Setting up or using high-frequency electromagnetic radiation devices or equipment that affect the operational effectiveness of navigation facilities in the vicinity of radio navigation facilities;
(5) Attaching other power and communication lines to the overhead lines of navigation beacons;
(6) Anchoring, towing, fishing, or breeding aquatic organisms around navigation beacons;
(7) Other behaviors that affect the efficiency of navigation beacons.
Article 22 In violation of the provisions of Article 15, Article 16 and Article 17 of these Regulations, endangering the navigation beacon and its auxiliary facilities or affecting the efficiency of the navigation beacon, the navigation authority shall order it to make corrections within a time limit, give a warning, and may impose a fine of less than 2,000 yuan; and where losses are caused, compensation shall be made in accordance with law.
In addition, many of the vessels involved in illegal fishing are "three-no-boats" (no ship name, no ship registration certificate, no port of registry) that do not have navigation conditions, and even inflatable boats and small sampans, which have a low safety factor (prone to fire, sinking and other dangers). At the same time, these fishing vessels have many problems to varying degrees, such as aging hulls and equipment, unlicensed driving, no communication and navigation equipment, no life-saving equipment, and disorderly navigation. Fishing enthusiasts who go to sea through these fishing boats not only do not guarantee their own safety, but also affect the navigation of merchant ships in the port.
Recently, in order to eliminate the potential safety hazards caused by sea fishing boats, the Qinzhou Maritime Safety Bureau has carried out centralized management of sea fishing speedboats in the waters near the main channel of Qinzhou Port. The first is to conduct on-site education on the sea fishing boats found, and conduct safety education for the drivers of the sea fishing boats through loudspeakers, remind the driving risks and pay attention to the changes in the sea weather, and also remind the fishing enthusiasts to wear life jackets correctly, as well as the dangers of going out to sea to go fishing by boat. The second is to guide sea fishing vessels to leave the main channel and anchorage and other navigable and dense waters, so as to eliminate the risk of collision with merchant ships caused by disorderly sailing, especially at night. The third is to carry out safety reminders and education for sea fishing boat operators to warn them of the risks of illegal fishing.
