Among them, the publishing unit of the game that can be filed must be in Guangdong Province, and the operating unit is not limited to the territory.
For example, in the figure below, the game with serial number 28 can be directly reported to the Provincial Press and Publication Bureau for the record; Although the operating unit of the game with serial number 1 is not in Guangdong Province, it can also be filed as long as it is reported to the provincial and national press and publication administrations; The game publisher with serial number 48 is not in Guangdong Province, so it cannot be declared for the time being (for example only, please judge the specific logic according to the notice).
As for the platform that can be tested online, according to the company's territory, it should include Tencent, NetEase, Huawei, OPPO, vivo and other channels.
It should be noted that the test of a game that has been filed for the record needs to comply with the relevant requirements such as the restriction on test users and the prohibition of in-app purchase and recharge; At the same time, when applying for an ICP filing, the test time should be specified, and the maximum time should not exceed 1 month, and if you need to continue the test, you need to apply for the ICP filing again.
Judging from the content of the notice, this filing work should be of a pilot nature. Previously, the Measures for the Administration of Online Games (Draft for Solicitation of Comments) issued by the National Press and Publication Administration have made detailed provisions on the scope, nature, and specific content of game testing:
Article 21: [Technical Testing Specifications]Before obtaining approval from the competent state departments for publication, online game operations units conducting technical testing of online games shall ensure that the content of the online game meets the relevant requirements of these Measures, and the number of test users must not exceed 20,000, and the test user data is to be deleted.
Before the start of each test, online game operations units should report the name, scope, testing period, and user scale of the test game to the local provincial-level competent department for publication, and provide a letter of commitment to the legality of the technical test content, account, and content.
In any of the following circumstances, online game technical testing shall be viewed as an online game operation, and the approval number and publication number for publication must be obtained from the competent state departments for publication:
(1) Publicly providing client software that can be directly registered and logged on to the server;
(2) Collecting fees from online game users;
(3) Obtaining income through methods such as commercial cooperation or advertising sales;
(4) Carrying out other conduct that should be regarded as online gaming operations.
