Shen Zhendong, former chairman and general manager of Guizhou Airport Group Co., Ltd., used his authority to provide assistance to others in the construction of livelihood projects and seek personal gain. From 2010 to 2018, Shen Zhendong took advantage of his position as chairman and general manager of the airport group to provide assistance to others in undertaking airport public rental housing projects and investing in the construction of domestic waste incineration power generation projects in an urban area, and illegally accepted huge amounts of property from others. Shen Zhendong also had other disciplinary and legal problems. In June 2024, Shen Zhendong was expelled from the party, his benefits were revoked in accordance with regulations, and the suspected crime was transferred to the procuratorate for review and prosecution in accordance with the law.
Wang Kailu, former party secretary and executive vice president of the Red Cross Society of Guizhou Province, provided assistance to others to undertake engineering projects and accepted bribes. From 2018 to 2020, Wang Kailu took advantage of his positions as the deputy mayor of Tongren City, the commander of the construction headquarters of the Tongren Ancient City Project, and the leader of the poverty alleviation work guidance group in Yanhe County to provide assistance to others in undertaking the Tongren shantytown reconstruction and resettlement housing survey project and the Yanhe County pig farm construction project, and accepted huge amounts of property from others. Hu Guangru, former secretary of the party group and director of the board of directors of the Liupanshui Supply and Marketing Cooperative Association, was derelict in his duties, resulting in major losses to public property and national interests. From 2014 to 2020, while serving as the secretary of the party committee and chairman of the board of directors of Liupanshui Agricultural Investment Company, Hu Guangru abused his power and made illegal decisions to provide loan guarantees for a food company in Shuicheng and invest in the company and a kiwifruit enterprise, causing huge losses of state-owned funds. From 2017 to 2019, the procurement and installation of sprinkler and drip irrigation, cold storage and sorting and packaging equipment in kiwifruit planting bases exceeded actual demand, and mismanagement in the process of use, resulting in inefficient idle of a large number of state-owned assets. Hu Guangru also had other disciplinary and law violations. Mi Hao, chairman of Zunyi Economic and Technological Development Zone Industrial Investment Co., Ltd., accepted gifts and bribes from management service recipients in violation of regulations. Zhou Jianguo, former deputy secretary of the Party Committee and president of the First People's Hospital of Qingzhen City, Guiyang City, accepted property from management service recipients in violation of regulations. Zou Weijun, former director of the Zhongzhai Finance Branch of the Zhijin County Finance Bureau of Bijie City, colluded with others to obtain land transfer fees. Wang Cheng, a staff member of the Mingu Branch of the Finance Bureau of Zhenfeng County, Qianxinan Prefecture, violated the rules by accepting and managing the property of service recipients. From 2008 to 2012, Wang Cheng took advantage of his position as the head of the Zhenfeng County Coal Inspection Brigade to provide assistance to a number of management service recipients in applying for the return of the coal price adjustment fund, and illegally accepted property from management service recipients. Wang Cheng also had other disciplinary and law violations. Li Hong, former director of the Hutou Community Neighborhood Committee of Heping Street, Yanhe County, Tongren City, defaulted on funds to the masses and arbitraged subsidies for collective economic development. From 2020 to 2023, while serving as the director of the Hutou Community Neighborhood Committee of Heping Street, Li Hong misappropriated relevant project funds for personal and family expenditures in the construction of passion fruit planting and understory chicken raising projects in Hutou Community, resulting in problems such as arrears of wages for the masses, construction first and supplementary funds later, and failure to return the funds advanced by the masses in a timely manner, resulting in adverse effects. In addition, Li Hong used inflated expenditures such as feed storage rooms, management rooms, and harmless pools to obtain subsidy funds from the central and provincial governments to support village-level collective economic development for personal use. In May 2024, Li Hong was expelled from the party, and the suspected crime was transferred to the procuratorate for review and prosecution in accordance with the law.
The above-mentioned 10 typical cases reflect that a small number of party members and cadres ignore and infringe on the interests of the masses, eat away at the masses' sense of gain, and seriously damage the relationship between the party and the masses and the cadres and the masses, and must be resolutely investigated and dealt with. The majority of party members and cadres should take the case as a lesson, ring the alarm bell for a long time, establish a strong sense of purpose, adhere to the feelings of the people, know and respect, guard against fear, and abide by the bottom line, so as to use power in accordance with the law, standardize the use of power, and use power honestly. Party organizations at all levels in the province should consolidate the main responsibility of comprehensively and strictly governing the party, and the relevant functional departments should shoulder the responsibility of industry supervision, adhere to the people's call, I have responded, the people have needs, and I have something to do, comprehensively rectify the outstanding problems that the masses have strong reactions, and do practical and good things for the masses with heart and soul.
