Chen Miner pointed out in his speech that since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has attached great importance to the work of opening up to the outside world, and made a series of important expositions to answer fundamental, strategic and overall questions such as why and how to comprehensively expand opening up in the new era. In February this year, when General Secretary Xi Jinping inspected Tianjin, he asked us to do good work in further deepening reform and opening up in an all-round way. Chen Miner pointed out that this year marks the 40th anniversary of Tianjin becoming one of the first coastal open cities in China. Over the past 40 years, especially since the 18th National Congress of the Communist Party of China, under the strong leadership of the CPC Central Committee, the whole city has worked hard and pioneered, the open economy has developed rapidly, the level of opening up to the outside world has been continuously improved, the degree of openness and connectivity has jumped significantly, the institutional opening up has been steadily expanded, foreign exchanges and cooperation have been continuously enhanced, and new achievements have been made in various tasks of opening up. On the new journey and new starting point, we should take the spirit of General Secretary Xi Jinping's important speech on inspecting Tianjin as the driving force and guidance, deeply summarize the experience and practices of our city's opening up, further strengthen the confidence and determination to expand high-level opening up, seize the strategic opportunity of Beijing-Tianjin-Hebei coordinated development, give full play to the convenient location and transportation conditions, strong and solid industrial foundation, the advantages of institutional innovation in the first trial, and the humanistic characteristics of an open and inclusive city. Chen Miner stressed that it is necessary to focus on shaping new advantages of opening up, promoting reform and development with opening up, accelerating the construction of reform and opening up pilot zones, and working with Beijing and Hebei to build a national highland for opening up to the outside world. We will create new advantages in channel-based opening-up, create an upgraded version of a smart and green hub port, improve the energy level of the channel, strengthen the service radiation function of Tianjin Port, strengthen the "hard connection" of infrastructure and the "soft connection" of resource elements, and accelerate the construction of a modern shipping and logistics system that connects internal and external areas. We will shape the new advantages of platform-based opening-up, give full play to the supporting and leading role of Binhai New Area, the role of new forces in the open platform of each district, and the leading role of base-based micro-platforms, improve the high-level open platform system covering the whole region, and accelerate the formation of an all-round and multi-level opening up pattern. We will shape the new advantages of ocean-based opening-up, continue to do a good job in port belt logistics, logistics belt economy and trade, and economic and trade belt industries, deepen the integrated development of port, industry and city, expand port economy and marine economy, expand marine tourism scenes, and accelerate the development of new marine productivity.
