In order to implement the spirit of the "Notice on Printing and Distribution" (<汽车以旧换新补贴实施细则>Shang Shang Han [2024] No. 75) of 7 departments including the Ministry of Commerce and the Ministry of Finance, and the "Notice on Printing and Distribution" <四川省推动消费品以旧换新行动方案>(Chuan Shang Consumption [2024] No. 3) of 14 departments including the Department of Commerce, in accordance with the "Notice on Printing and Distribution" of 14 departments including the Municipal Bureau of Commerce<德阳市推动消费品以旧换新实施方案>The notice (Deshang [2024] No. 22) requires that the integrated promotion of automobile "energy", release the potential of automobile consumption, and smooth the consumption cycle of the whole chain of automobiles. Combined with the actual situation in Deyang, it was decided to carry out the work of car trade-in subsidies (scrap renewal, replacement and renewal) and consumption incentives in the city, and these implementation rules are formulated.

Implementation time

(1) Subsidies for scrapping and updating automobiles

(2) Subsidies for car replacement and renewal

(3) Automobile consumption incentives

June 26, 2024 to December 31, 2024. Whether the subsequent extension period will be determined separately according to the requirements of the national trade-in policy and the implementation effect of automobile consumption incentives.

Two

Scope of the subsidy

(1) Subsidies for scrapping and updating automobiles

1. Subsidy object: During the implementation of the car trade-in subsidy policy in our city, individual consumers can purchase designated types of passenger cars from automobile sales enterprises in the city, and sell eligible old cars to qualified scrapped motor vehicle recycling and dismantling enterprises for scrapping treatment, and the tax settlement relationship of the purchased new cars is registered in Deyang, and they can enjoy the automobile scrapping and renewal subsidy. The registration of personal information related to the sale of a used car and the purchase of a new car must be the same natural person.

2. Subsidy standard: A subsidy of 10,000 yuan will be given to individual consumers who scrap fuel passenger vehicles with emission standards of China III and below or new energy passenger vehicles registered before April 30, 2018 (including that day, the same below), and purchase new energy passenger vehicles included in the Ministry of Industry and Information Technology's "Catalogue of New Energy Vehicle Models Exempted from Vehicle Purchase Tax"; For individual consumers who scrap the fuel passenger cars with emission standards of China III and below and purchase fuel passenger cars with an displacement of 2.0 liters and below, the subsidy is 7,000 yuan.

The term "passenger car" as used in these Detailed Regulations refers to small and micro passenger vehicles registered with the public security traffic management department. Fuel passenger vehicles with emission standards of China III and below refer to gasoline passenger vehicles registered before June 30, 2011, diesel passenger vehicles and other fuel types registered before June 30, 2013.

(2) Subsidies for car replacement and renewal

1. Subsidy object: During the implementation of the car trade-in subsidy policy in our city, individual consumers can enjoy the car replacement renewal subsidy if they purchase a new car (new energy passenger car or 2.0-liter and below displacement fuel passenger vehicle, the same below) from an automobile sales enterprise in the city, and sell the non-operating passenger car that has been registered in their name before May 31, 2023 (excluding change of registration, the same below), and the tax settlement relationship of the purchased new car is registered in Deyang. The sale of a used car and the purchase of a new car must be registered as the same natural person.

2. Subsidy standard: Individual consumers who sell old and buy new passenger cars will be given a one-time fixed subsidy of 1,500 yuan, 3,000 yuan and 5,000 yuan respectively according to the actual transaction invoice amount (including tax) of 50,000 yuan (inclusive) - 100,000 yuan (exclusive), 100,000 yuan (inclusive) - 200,000 yuan (exclusive) and more than 200,000 yuan (inclusive) after the concession of the automobile sales enterprise.

(3) Automobile consumption incentives

1. Consumption reward object: During the implementation of the automobile consumption incentive policy in the district (city, county) and Deyang Economic and Technological Development Zone, individual consumers can purchase new cars from local sales enterprises that carry out car trade-in promotions, and can receive automobile consumption incentives.

2. Consumption incentive standards: Specifically, the county-level commerce department (including the Commerce Bureau of Deyang Economic and Technological Development Zone) and the local financial department that implements the automobile consumption incentive shall be formulated by file.

For individual consumers, the car consumption incentives and car replacement renewal subsidies issued by the city cannot be superimposed. During the implementation of the policy, if the superior policy is adjusted, it will be implemented in accordance with the relevant policies and regulations of the superior.

Three

Claim process

(1) Subsidies for scrapping and updating automobiles

Individual consumers sell their old cars to qualified scrapped motor vehicle recycling and dismantling enterprises for scrapping, and purchase new cars from automobile sales enterprises in the city, and the automobile sales enterprises will issue invoices according to the actual transaction price after the concession. Before January 10, 2025, individual consumers should log in to the website of the National Automobile Circulation Information Management System or the "Car Trade-in" applet (hereinafter referred to as the "Car Trade-in Platform"), fill in and upload personal identity information, the original photo or scan of the vehicle identification number of the scrapped car, the "Scrapped Motor Vehicle Recycling Certificate" and the "Motor Vehicle Cancellation Certificate", the vehicle identification number of the new car, the original photo or scanned copy of the "Motor Vehicle Sales Uniform Invoice" and the "Motor Vehicle Registration Certificate", etc., to the place where the new car is purchased and registered (i.e., the " Uniform invoice for the sale of motor vehicles" issued place) to submit an application for subsidy.

The above-mentioned "Scrapped Motor Vehicle Recycling Certificate", "Motor Vehicle Cancellation Certificate", "Motor Vehicle Sales Uniform Invoice" and "Motor Vehicle Registration Certificate" shall be obtained between April 24, 2024 and December 31, 2024. Among them, the "Scrapped Motor Vehicle Recycling Certificate" shall be issued by a qualified scrapped motor vehicle recycling and dismantling enterprise. There is no chronological order between the sale of an old car and the purchase of a new one.

(2) Subsidies for car replacement and renewal

The Deyang Automobile Replacement and Renewal Management Information System (hereinafter referred to as the "Deyang Automobile Replacement and Renewal Platform") led by the Municipal Bureau of Commerce is used to manage the whole process of information such as car replacement and sales, consumer subsidy application, and subsidy fund review and payment. At the same time, it can be linked to the provincial household appliance trade-in platform, and complete the relevant information entry and subsidy fund application.

1. Individual consumers sell the old cars under their names, obtain the corresponding transfer registration certificates, and purchase new cars from automobile sales enterprises in the city, and the automobile sales enterprises will issue invoices according to the actual transaction price after the concession. After completing the sale of the old and the purchase of the new, the individual consumer shall log in to the Deyang Automobile Replacement and Renewal Platform before January 10, 2025, fill in and upload personal identity information, the vehicle identification number of the car sold, the original photo or scanned copy of the "Uniform Invoice for the Sales of Second-hand Cars", the vehicle identification number of the purchased new car, the original photo or scanned copy of the "Uniform Invoice for Motor Vehicle Sales" and "Motor Vehicle Registration Certificate", etc., and submit the subsidy application to the place where the new car purchase registration is issued (that is, the place where the "Uniform Invoice for Motor Vehicle Sales" was issued). There is no chronological order between the sale of a used car and the purchase of a new one.

2. The competent department of commerce of each district (city and county) and the Commerce Bureau of Deyang Economic Development Zone shall submit the confirmation form of local car replacement update information of the previous month (see Annex 1 for details) to the Municipal Bureau of Commerce for review and filing before the 10th of each month, and shall be responsible for spot checking and verifying the ledger information in the table.

(3) Automobile consumption incentives

1. During the implementation of the automobile consumption incentive policy in the district (city, county) and Deyang Economic and Technological Development Zone, individual consumers purchase new cars from local sales enterprises that carry out car trade-in promotions, scan the code to receive the corresponding grade of consumption rewards according to the actual transaction invoice amount after the enterprise concession, and pay and complete the deduction and verification of the consumption rewards of the grades.

2. The consumption reward distribution platform conducts a "one-to-one" verification of each consumption reward to ensure that the consumption reward is compliant and authentic.

Four

Review and payment

(1) Subsidies for scrapping and updating automobiles

1. Information review. After receiving the application materials, the Municipal Bureau of Commerce, together with the Municipal Finance, Municipal Public Security, Municipal Economic and Information Technology and other departments will review in accordance with their functions and responsibilities, and feedback the audit results through the national car trade-in platform. Where the information submitted by individual consumers is true and complete, and meets the requirements of these Implementing Rules, it is to be reviewed and approved; If the information submitted is incomplete or unclear and unrecognizable, the applicant shall be promptly notified to supplement and improve the relevant materials and information.

2. Redemption of funds. The Municipal Bureau of Commerce summarizes the information of applicants who meet the subsidy conditions every month, determines the subsidy amount, and proposes a proposal for the redemption of subsidy funds to the Municipal Finance Bureau. The Municipal Finance Bureau shall allocate the subsidy funds to the financial departments of the relevant districts (cities, counties) and Deyang Economic and Technological Development Zone in accordance with the procedures, and the financial departments of the relevant districts (cities, counties) and Deyang Economic and Technological Development Zone shall allocate them to the local competent departments of commerce, and the local competent departments of commerce shall allocate them to the bank accounts provided by the applicants.

(2) Subsidies for car replacement and renewal

1. Information review. The competent departments of commerce of each district (city and county) and the Commerce Bureau of Deyang Economic and Technological Development Zone are responsible for reviewing the information of the application subsidy materials entered by individual consumers through the Deyang Automobile Replacement and Renewal Platform, mainly reviewing the authenticity, completeness and compliance of the material information submitted by the applicant. Where the information submitted by individual consumers is true and complete, and meets the requirements of these Implementing Rules, it is to be reviewed and approved; If the information submitted is incomplete or unclear and unrecognizable, the applicant shall be promptly notified to supplement and improve the relevant materials and information.

2. Redemption of funds. The Municipal Bureau of Commerce shall review the subsidy material information approved by the competent departments of commerce of each district (city and county) and the Commerce Bureau of Deyang Economic and Technological Development Zone, and propose a proposal for the redemption of subsidy funds to the Municipal Finance Bureau after the review is passed. The Municipal Finance Bureau shall allocate the subsidy funds to the financial departments of the relevant districts (cities, counties) and Deyang Economic and Technological Development Zone in accordance with the procedures, and the financial departments of the relevant districts (cities, counties) and Deyang Economic and Technological Development Zone shall allocate them to the local competent departments of commerce, and the local competent departments of commerce shall allocate them to the bank accounts provided by the applicants.

(3) Automobile consumption incentives

During the implementation of the automobile consumption incentive policy in the district (city, county) and Deyang Economic and Technological Development Zone, individual consumers can scan the code to receive consumption rewards, and pay on-site deduction and verification.

Five

Subsidy fund management

(A) the vehicle scrap renewal subsidy funds by the central and local finance in accordance with the proportion of 70%:30%, the local finance to bear the subsidy part by the provincial finance and the city and county finance in accordance with the ratio of 35%:65%, the city and county finance to bear the subsidy part by the municipal finance and county finance in accordance with the ratio of 30%:70% (non-expanded county finance and county finance according to the proportion of 50%:50%)).

(2) The subsidy funds for car replacement and renewal shall be shared by the municipal finance and the county-level finance in accordance with the ratio of 30%:70% (the municipal finance and county-level finance of non-expanded counties shall be shared according to the ratio of 50%:50%).

(3) All districts (cities, counties) and Deyang Economic and Technological Development Zone carry out car trade-in promotional activities, and the municipal finance will give subsidies according to 30% of the consumption incentives issued (50% will be subsidized according to non-expanded counties).

(4) The Municipal Finance Bureau, in conjunction with the competent departments of the industry, will pre-allocate 70% of the national and provincial subsidy funds in accordance with factors such as the number of fuel passenger vehicles under the emission standards of China III and below and the retail sales of automobiles at the end of 2023 to support the relevant work in various places, and will be liquidated after the implementation of the policy.

(5) After the end of the policy implementation period, in accordance with the principle of "more refund and less compensation", the municipal and county levels shall be liquidated. The competent departments of commerce and finance bureaus of all districts (cities and counties), the Commerce Bureau of Deyang Economic and Technological Development Zone, and the Finance and Finance Bureau shall report the redemption of the car trade-in subsidy funds to the Municipal Bureau of Commerce and the Municipal Finance Bureau before February 5, 2025, and the Municipal Bureau of Commerce shall summarize and review the payment of the car trade-in subsidy funds submitted by the districts (cities, counties) and Deyang Economic and Technological Development Zone, and submit the liquidation suggestions of the subsidy funds of each district (city, county) and Deyang Economic and Technological Development Zone to the Municipal Finance Bureau, and the Municipal Finance Bureau shall issue the liquidation funds in accordance with the procedures.

Six

Precautions

(1) All districts (cities, counties) and Deyang Economic and Technological Development Zone shall submit the proposed automobile consumption incentive plan to the Municipal Bureau of Commerce for the record 10 working days in advance.

(2) The Municipal Bureau of Commerce, the Municipal Bureau of Finance, together with the Municipal Public Security, the Municipal Economic and Information Department, the Municipal Taxation and other departments, shall guide the relevant departments of the districts (cities, counties) and Deyang Economic and Technological Development Zone to supervise and manage the subsidy of automobile trade-in funds.

(C) the local competent department of commerce is responsible for the supervision of the subsidy fund review, the territorial financial department is responsible for the subsidy fund allocation supervision, the Municipal Finance Bureau timely organization of the subsidy fund declaration, the use of the situation to carry out verification, the local public security, information, taxation and other departments according to their responsibilities to do a good job in the cancellation of registration of old cars, second-hand car transfer registration, new car registration, motor vehicles (second-hand cars) sales of uniform invoice management and information statistics reporting and other related work, to ensure the safety of funds, timely distribution, the implementation of subsidy policies.

(4) The competent departments of commerce of all districts (cities and counties) and the Commerce Bureau of Deyang Economic and Technological Development Zone shall set up a telephone consultation hotline for car trade-in, respond to public demands in a timely manner, and accept social supervision. If it is found that there are illegal acts such as using improper means (including forging or altering relevant materials, false transactions, colluding with others to provide false information, etc.) to defraud subsidy funds, the relevant departments of all districts (cities, counties) and Deyang Economic and Technological Development Zone shall be severely dealt with in accordance with laws and regulations.

(5) The Municipal Bureau of Commerce and the Municipal Bureau of Finance shall be responsible for the interpretation of these implementation rules in conjunction with relevant departments.
