In March 2015, 53-year-old Wu Wei was appointed secretary of the party group and director of the Baisha County Education Bureau, a position that became a turning point in his life. At that time, the county education bureau started the repair, reinforcement and reconstruction project of primary and secondary school teaching buildings and office buildings. Soon, the bosses of the construction projects who asked Wu Wei to undertake the project came one after another, and these people always left a sentence when they left: "After the matter is completed, there will be heavy thanks".
In November 2015, Zheng Mouzeng, the owner of the individual project, met Wu Wei, and the relationship between the two became closer. A few days later, Zheng Mouzeng gave Wu Wei 200,000 yuan to buy a car.

From 2015 to 2020, with the help of Wu Wei, Zheng's affiliated company successfully won the bid for 7 projects including the comprehensive teaching building of an experimental school. "The purpose of sending money to Wu Wei is to thank him for helping me contract those projects, and second, I hope he will continue to help me." Zheng Mouzeng said bluntly to the case-handling personnel. Wu Wei received a total of 865,600 yuan in benefits from Zheng.

A few days later, Zhan Mousheng invited Li Mousheng to dinner, and asked during the banquet: "Can you ask Director Wu to help me contract the engineering project of a school's sports field?" "It's a trivial matter, I should be able to say hello to him." Li Mousheng readily agreed.
From 2018 to 2021, Wu Wei used his power to help Li Mousheng successively contract 12 engineering projects such as a school sports field and a central school teaching building, and Li Mousheng subcontracted all these 12 engineering projects to Zhan Mousheng. In order to thank Wu Wei, Zhan Mousheng entrusted Li Mousheng to give Wu Wei a benefit fee of 800,000 yuan three times.
At the beginning of 2018, the surface layer renovation project of a primary school annular runway has been approved and will be tendered for construction. The project boss Zhong found Wu Wei and asked to contract the project. After several discussions, Wu Wei felt that Zhong was very sincere and agreed to hand over the project to the company to which Zhong was affiliated to do it. In order to ensure that the company affiliated with Zhong won the bid, Wu did not make a clear request to the bidding agency: "Give the project to the company affiliated with Zhong." ”
From 2018 to 2020, Wu Wei helped Zhong contract 37 engineering projects. In order to express his gratitude, Zhong gave Wu Wei a total of 850,000 yuan twice.
In addition, between 2018 and 2020, Wu Wei also used his position to help Zheng Mouming contract 5 engineering projects such as a primary school sports field and campus cultural renovation project, an experimental school sports venue and other ancillary projects (including sports fields), and helped the project boss Wang to contract a primary school comprehensive building project, when Zheng Mouming and Wang proposed to give him 500,000 yuan and 200,000 yuan in benefits, Wu Wei told the two separately that the money would be stored with them first, and he would take it when he needed it in the future. Wu Wei also helped Chen, the boss of the project, to contract the procurement project of a new board house public toilet in a school and the outdoor fire protection project of a central school, and accepted a benefit fee of 120,000 yuan from Chen.
Take the initiative to explain the problem after arriving at the case
On September 11, 2023, Wu Wei was investigated by the Baisha County Supervision Commission on suspicion of serious violations of discipline and law, and truthfully confessed the facts that the County Supervision Commission had grasped that he had accepted benefits from Su Mouan and Wang Mouxing: "From 2019 to 2020, I helped Wang Mouxing and Su Mouan contract 5 engineering projects. In May 2021, Wang Mouxing gave me a benefit fee of 500,000 yuan, and before the Spring Festival, Su gave me 500,000 yuan. In the first half of 2023, Su Mouan gave me a benefit fee of 800,000 yuan, and I asked him to store it first, and I will ask him to get it when I need it in the future. Then, Wu Wei took the initiative to explain the fact that the county supervision committee did not know that he had accepted benefits from Zheng Mouming and 7 others.
On January 15, 2024, the case went to trial. In court, Wu Wei had no objections to the facts of the crime, evidence, charges, and sentencing recommendations made by the procuratorate, and expressed his willingness to admit guilt and accept punishment in court, requesting that the court reduce his punishment.
After trial, the court found that from 2015 to 2023, Wu Wei took advantage of his position as secretary of the party group and director of the Baisha County Education Bureau to provide assistance to Su Mouan and others in contracting engineering projects, and directly or indirectly illegally accepted a total of 5.1356 million yuan in benefits from 9 people, of which 2 million yuan was attempted. On March 13, the court handed down its first-instance verdict. The bribes of 3,135,600 yuan that Wu did not return were confiscated and handed over to the state treasury. The bribes of 2 million yuan returned by Su Mouan and the other four people were confiscated and handed over to the state treasury.
