"Internal metrics" cannot be trusted

  "I have an internal place in the school, so I can guarantee that my child will be admitted." "With my connections in this school, I almost got in the grades." …… Every college admissions season, such "capable people" will appear "in time" around the parents of candidates, claiming that they have the ability to easily help candidates enter the school of their choice.

  

But this is not the case.

  

Recently, the Xingan County People's Court of Ji'an City, Jiangxi Province concluded a fraud case. In May 2023, Zhao Moumou was not admitted to a university because his physical examination score was 0.5 points lower than the score line of a university. After Cao's introduction, Zhao XX knew the defendant Peng XX, and Peng XX said that he could help him handle the school's enrollment quota, and promised to refund all fees if he could not do so. From May to July 2023, Peng Moumou defrauded 40,600 yuan from Zhao Moumou by fabricating various lies such as giving gifts and buying enrollment indicators.

  

After trial, the court held that the defendant Peng Moumou fabricated facts for the purpose of illegal possession and defrauded others of 40,600 yuan of property, the amount was relatively large, the facts of the crime were clear, the evidence was credible and sufficient, and his conduct constituted the crime of fraud. In the end, the defendant Peng Moumou was sentenced to two years and three months imprisonment and fined 40,000 yuan in accordance with law.

  

Such cases of fraud are not uncommon, and the Ministry of Education has recently released two similar typical cases.

  

According to the relevant person in charge of the Ministry of Education, during the enrollment and admission period of colleges and universities, some criminals claim to have special internal channels, master the internal enrollment quota, or can "reduce the score of admission" candidates in the name of "targeted enrollment" and "commission training enrollment", and some even forge official documents and seals, pretending to be staff of the enrollment department, in order to achieve the purpose of defrauding money.

  

In fact, there is a strict work process for college admissions, and the enrollment plans of colleges and universities are uniformly announced to the public by the provincial enrollment examination institutions, and enrollment plans are not allowed to be arranged without the enrollment plans announced by the relevant provinces (autonomous regions, municipalities). Colleges and universities must be highly vigilant against such fraudulent information that "spending money can buy university places" if the enrollment plan is not completed in the enrollment province, and there is no so-called "internal index" in the college entrance examination admission process.

Admissions scams come in many forms

  Compared with the most common admissions scams such as "internal channels" and "internal indicators", criminals will also take advantage of the eagerness or anxiety of candidates' parents to create various fraud traps.

  

Some candidates have unsatisfactory results in the college entrance examination due to abnormal performance, and their scores do not meet the admission requirements of colleges and universities, but they do not want to choose to repeat. At this time, some criminals will seize the psychology of candidates and parents to "rush to the doctor", saying that as long as they pay more money, they can take a "shortcut", and they can also be admitted to colleges and universities by paying high admission fees and handling fees.

  

However, many candidates and parents spend money to get the admission notice, only to know that they have been deceived after admission, and some candidates even find out that it is not an ordinary higher education diploma at all when they get the graduation certificate, but an adult higher education diploma or a certificate of study diploma.

  

The relevant person in charge of the Ministry of Education pointed out that at present, in addition to general higher education, higher education in mainland China also has various forms such as adult higher education, distance network education, and self-study examinations for higher education. The admission requirements are different for different enrollment categories, and the graduation diploma obtained and the requirements of the employer are also different. Therefore, candidates and parents should carefully distinguish between general higher education and other forms of education, choose the appropriate way of study, and avoid being misled and deceived.

  

Among the various college entrance examination admissions scams, the most "blatant" is that some criminals openly pretend to be college admissions office staff, send fake admission notices to candidates, send relevant admission text messages, and even forge fake admissions websites to trick candidates into paying tuition fees to designated accounts, or obtain personal information for other reasons, and then defraud money.

  

It is reported that the Ministry of Education has carried out a special action of "lighting up the official website logo of authoritative examination and enrollment institutions", coordinating relevant network platforms to carry out authoritative identification of the official websites and WeChat public accounts of provincial enrollment and examination institutions and colleges and universities, so as to better help candidates and parents confirm admission information through official channels.

Caution should be exercised in filling in the voluntary form

  In 2024, the number of applicants for the national college entrance examination will reach a new high, reaching 13.42 million, and the huge market base is also constantly giving rise to a larger market for college entrance examination voluntary filling services. According to the "2023 China College Entrance Examination Voluntary Filling and Employment Prospect Big Data Analysis Report", the payment scale of China's college entrance examination voluntary filling market in 2023 has reached 950 million yuan.

  

However, along with this, problems such as incomplete qualifications, inflated prices, poor service quality, and inducing consumption through anxiety are not uncommon. For example, an institution launched a college entrance examination voluntary filling guidance service of up to tens of thousands of yuan, claiming to provide "one-to-one" professional guidance, but many parents found that the service simply provided some general filling suggestions, and the content was seriously inconsistent with the actual publicity.

  

In this regard, the relevant person in charge of the Ministry of Education reminded candidates and parents that they should be cautious about all kinds of voluntary filling guidance services on the market, and do not believe in "high-priced" guidance and consultation.

  

Some consulting agencies always claim to have so-called "internal big data" when they advertise, which can be "accurately located" to ensure that candidates enter their favorite majors and induce candidates and parents to buy high-priced services. The Ministry of Education's investigation found that the reference data used by these institutions is actually to collect and summarize the statistics of the college entrance examination results released by the provincial admissions examination agencies and the admission scores of colleges and universities in recent years before filling in the college entrance examination every year.

  

Having a "volunteer planner for the college entrance examination" has become a "signboard" for some institutions to attract customers. However, the Ministry of Education stressed that the relevant departments have never issued professional qualification certificates such as "college entrance examination volunteer planners", and in fact, these so-called planners have no relevant qualifications and experience, and some are even temporarily recruited social personnel, and only follow the "lines" provided by the headquarters to provide guidance to candidates and parents.

  

Creating the illusion of "hot majors" and publishing so-called "professional rankings" to overemphasize the employment prospects of certain majors has also become a means for some institutions to sell consulting services. The relevant person in charge of the Ministry of Education pointed out that the so-called "popular majors" are not necessarily suitable for everyone, and compared with considering the "hot and cold" majors, students should combine their personal interests and their own strengths to pursue a career direction suitable for their own development.

  

In fact, the Ministry of Education has always attached great importance to the college entrance examination voluntary filling consulting services, not only to guide the establishment of admissions examination institutions, universities, middle schools and other aspects of voluntary filling and consulting public service system, but also this year for the first time in the "Sunshine College Entrance Examination Platform" to launch a free Sunshine Volunteer Information Service System, the massive data system integration, personalized matching recommendations, from the major, employment, occupation and other aspects to help candidates understand the school and major.

  

At the same time of improving services, the Ministry of Education will also work with market supervision, public security and other departments to carry out special governance of college entrance examination voluntary filling services, rectify high-priced fees, false and exaggerated publicity, malicious misinterpretation of policies, implementation of fraud, dissemination of bad guidance and other market chaos, and severely crack down on violations of laws and regulations.
