On August 17, according to the "Yancheng Release" news: the 38th meeting of the Standing Committee of the Eighth People's Congress of Yancheng City decided on August 17 to accept Cao Lubao's resignation as mayor of yancheng people's government and appoint Zhou Bin as vice mayor and acting mayor of Yancheng people's government.

Zhou Bin was formerly a member of the Standing Committee of the Changzhou Municipal Party Committee, the secretary of the Xinbei District Party Committee, and the secretary of the Party Working Committee of changzhou high-tech industrial development zone. In June this year, he was awarded the title of "National Outstanding County Party Secretary" by the Organization Department of the CPC Central Committee.

On August 7, the Organization Department of the Jiangsu Provincial Party Committee issued a pre-appointment announcement of cadres, and Zhou Bin planned to recommend and nominate candidates for mayors of districted cities. On August 15, he attended the event as deputy secretary of the Yancheng City Party Committee and secretary of the party group of the municipal government.

According to public information, Zhou Bin was born in October 1968, a native of Taixing, Jiangsu Province, who has served in Changzhou for a long time, successively serving as deputy director of the Changzhou Municipal Construction Bureau and director of the Changzhou Municipal Environmental Protection Bureau, and was appointed as the acting district chief of Wujin District in December 2010 and the district governor in January 2011. Four months later, he was appointed secretary of the Wujin District Party Committee.

In 2016, Zhou Bin was appointed as a member of the Standing Committee of the Changzhou Municipal Party Committee, the secretary of the Party Working Committee of the High-tech Zone, and the secretary of the New North District Party Committee.

On June 29 this year, with the consent of the Party Central Committee, the Organization Department of the Central Committee decided to award the title of outstanding county party secretary to 103 comrades, including Yu Changhui, who had achieved outstanding results in the post of secretary of the county (city, district, and banner) party committee, and commend them.

On July 28, the Fifth Committee of the Cpc Changzhou Xinbei District held its first plenary meeting and elected Zhou Bin as the secretary of the district party committee.

On the afternoon of August 15, Zhou Bin, deputy secretary of the Yancheng City CPC Committee and secretary of the party group of the yancheng municipal government, led a team to the municipal public security bureau and other departments to inspect and investigate the epidemic prevention and control work. Cao Lubao, who stepped down as mayor of Yancheng, was appointed secretary of the Yancheng City Party Committee in July this year.
