Notice on the launch of the 2024 China Fair Competition Policy Publicity Week
All member units of the Anti-Monopoly and Anti-Unfair Competition Commission of the State Council, the market supervision bureaus (departments and commissions) of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps, as well as all departments and bureaus and units directly under the State Council:
In order to implement the decisions and arrangements of the CPC Central Committee and the State Council, and vigorously cultivate and promote a culture of fair competition, the Office of the Anti-Monopoly and Anti-Unfair Competition Commission of the State Council and the State Administration for Market Regulation, together with relevant departments and units, are scheduled to hold the 2024 China Fair Competition Policy Publicity Week (hereinafter referred to as the Competition Week) from September 9 to 13. The relevant matters are hereby notified as follows:

General requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th CPC Central Committee, thoroughly study, publicize and implement General Secretary Xi Jinping's important expositions on protecting and promoting fair competition, vigorously strengthen the publicity and advocacy of fair competition and cultural construction, effectively enhance the awareness of fair competition in the whole society, promote the concept of fair competition to be more deeply rooted in the hearts of the people, and create a good social atmosphere for building a unified national market and promoting high-quality development.

Advocacy focus
(1) In-depth publicity of the Third Plenary Session of the 20th Central Committee of the Communist Party of China on the protection and promotion of fair competition, the construction of a unified national market and other major decisions and deployments, widely publicize the major achievements of the mainland's fair competition governance since the 18th National Congress of the Communist Party of China, vigorously strengthen the concept of fair competition in the whole society, and strengthen the background of fair competition for high-quality development.
(2) Concentrate on publicizing the new practices, new results, and new experiences of all regions and relevant departments in protecting and promoting fair competition, optimizing the business environment, building a unified national market, improving people's satisfaction, and promoting high-quality development, and expanding the domestic and foreign influence of fair competition governance.
(3) Strengthen the publicity and popularization of laws, regulations, and policies such as the "Regulations on Fair Competition Review", strengthen policy interpretation of the significance, practical requirements, and work measures for the full implementation of the fair competition review system, enhance the awareness of fair competition among administrative organs, and enhance the initiative and sense of responsibility for breaking local protections and building a unified national market.
(4) Strengthen publicity on anti-monopoly and anti-unfair competition laws and regulations, focusing on publicizing the newly issued "Provisions of the State Council on the Notification Standards for Concentration of Undertakings", "Anti-Monopoly Guidelines for Industry Associations", "Guidelines for Anti-Monopoly Compliance of Business Operators", and "Interim Provisions on Online Anti-Unfair Competition", to guide all types of business entities to accurately understand legal provisions, strengthen awareness of fair competition and compliance, strengthen compliance construction, and build a corporate culture of integrity, law-abiding, and fair competition; We call on all sectors of society to actively participate in the governance of fair competition, gather consensus and strength from all parties on a larger scale, and create a stronger social atmosphere of fair competition.

Event schedule
(1) After extensive consultation and selection in the early stage, the Office of the Anti-Monopoly and Anti-Unfair Competition Commission of the State Council and the State Administration for Market Regulation, together with relevant departments and local market regulation departments, have formulated the "2024 China Fair Competition Policy Publicity Week Key Activity Arrangements" (Annex 1), identifying 80 publicity activities of various kinds, which should be carefully organized and implemented as planned.
(2) On the basis of key activities, local market supervision departments should take the initiative to promote government departments, business associations, colleges and universities in their respective regions to carry out rich and diverse publicity activities in combination with local conditions and characteristics, enhance communication and exchanges with business entities, consumers and other parties, and continue to enhance the radiation of fair competition policies.

Organizational safeguards
(1) Attach great importance to it and organize it carefully. All localities and departments concerned should earnestly improve their political positions, grasp the holding of the competition week as an important task in implementing the relevant decisions and arrangements of the party Central Committee and the State Council, closely follow the theme of the competition week, and actively demonstrate the important results achieved in the implementation of the mainland's fair competition policy. Under the leadership of the local party committee and government, the local market supervision departments should give full play to the role of the local fair competition deliberation and coordination mechanism, closely cooperate with member units, coordinate and linkage, integrate resources, and improve the overall effectiveness of the competition week.
(2) Strengthen overall planning and strengthen joint efforts. The competition week uses a unified slogan, logo and theme poster (Annex 2 and Annex 3), and can produce and promote other publicity products around the theme of the competition week according to local conditions, so as to enhance the centralized publicity effect. Local market supervision departments should play a leading role, actively strive for support from all sides, promote all levels and types of media, increase publicity and reporting on the competition week, and jointly guide the whole society to form a good atmosphere for recognizing and practicing fair competition.
(3) Innovate ways to enhance the effect. In organizing activities, it is necessary to base ourselves on reality, pay attention to frugality, and stress practical results. Make full use of traditional media, online new media and other online and offline channels, continue to innovate in content and form, create characteristics, and continuously strengthen the communication effect of competition week. Local market regulation departments should mobilize the public to participate extensively, and enhance the understanding and recognition of all sectors of society on the protection and promotion of fair competition. Strengthen the monitoring and assessment of public opinion, promptly adopt effective measures, and actively maintain a positive public opinion environment.
(4) Careful deployment to ensure security. The organizers of the competition week activities should carefully arrange all kinds of activities, effectively improve safety awareness, cooperate with relevant local departments, strengthen safety precautions, and ensure that the activities are held in a safe and orderly manner. It is necessary to strictly abide by the spirit of the eight central regulations and their implementation rules, adhere to the principle of voluntary participation of enterprises and the masses, and strictly prohibit the apportionment of fees and ride-sharing fees to business entities in the name of activities.
All organizational units of the competition week activities are requested to collect and summarize the video data of the activities in a timely manner, and comprehensively summarize the results and experience of the competition week activities. Please send the relevant activity information to the Competition Coordination Department of the State Administration for Market Regulation before September 16, and the activity summary before September 23 (please feedback from the relevant departments by email or other channels, and the provincial-level market supervision departments will submit it through the "Official Document Exchange System" of the State Administration of Market Regulation).
