It turned out that Yinsheng Garden Community was an old community, and at the beginning of promoting the installation of elevators, some residents did not agree for reasons such as lighting, noise, and cost. To this end, the community has held 8 "neighborhood meetings" to communicate and negotiate with residents around related issues, and successfully completed the installation of 7 elevators in just one month.

In recent years, Zhanggong District has given full play to the leading role of community party organizations, integrating the forces of neighborhood committees, business committees, property companies and other parties to establish a "neighborhood council" system, focusing on solving problems such as standardized parking, environmental sanitation and neighborhood disputes for residents. At the same time, party branches were set up in 490 urban grids in the district, building party groups were established, party members were selected to be building chiefs, and party members were recruited into the owners' committees, so that party members could play an active role in the "neighborhood council".
