On October 14, the official website of the Fangshan District Government released the announcement of the second batch of housing selection for some families waiting for public rental housing in Fangshan District in 2024 (small suite).
In accordance with the spirit of the Notice of the Beijing Municipal Commission of Housing and Urban-Rural Development on Strengthening the Management of the Review and Allocation of Public Rental Housing Qualifications (Jing Jian Fa [2021] No. 8, hereinafter referred to as the "Notice"), the waiting families who are "small suites" will be directly issued with a housing selection notice to organize housing selection. The relevant matters are hereby announced as follows:
First, the housing situation
There are a total of 553 housing units, involving 12 public rental housing projects, namely: Yanbao · University Town Home, Yanbao · Fusheng Home, Lingfeng Four Seasons Garden, Manti Home, Lohas Yayuan, Fuxi Liangjia Garden, Qingchun Tianzhu Jiayuan, Zixin Garden, Oak Elm, Ansheng Home, Shengshui Jiaming, Jiahe Jiayuan.
The house type is subject to the actual delivery of the house type, and the area and rental price are subject to the lease contract signed between the applicant family and the property right unit.
Second, the object of allocation
Families who have obtained the qualification for filing for public rental housing before December 31, 2019 (inclusive) and have not been guaranteed (no rent allocation, no market rental subsidy) are "small suite" Fangshan District waiting families.
3. Allocation standards
Fourth, the distribution method
In accordance with the requirements of the "Notice" document, the waiting families who meet the above-mentioned allocation objects will be directly issued to organize the selection of houses.
5. Collation
The selection sequence numbers are sorted according to the following rules:
1. Families with an earlier filing year are ranked first, and families with a later filing year are ranked last;
2. If the filing year is the same, the families with priority allocation qualifications are ranked first, and the families with ordinary qualifications are ranked last;
3. If the filing year and the qualifications for rent allocation are the same, the families with the small filing number are ranked first, and the families with the large filing number are ranked last. (For example, GX111400322 and GX111400464 ICP filing time are the same, and the GX111400322 is ranked first and the GX111400464 is ranked last.)
4. According to the provisions of the relevant documents, if the original "three-room" waiting family obtains the qualification for the filing of public rental housing, the filing time shall be subject to the filing and registration time of the original affordable housing qualification.
Sixth, the room selection arrangement
(1) When selecting a room, select the room in order according to the order number of the room selection;
(2) After the completion of the room selection work, the room selection sequence number will automatically become invalid.
Special note: According to Article 4 (2) of the "Notice" document, "if a family with public rental housing qualification for the record gives up the selection of housing or signs a contract for a total of two times, it will no longer be provided with housing within one year." After the expiration of one year, upon the application of the family, the district housing security management department shall conduct a review of the family's qualifications in accordance with the review procedures, and if the family still meets the requirements after review, it may be included in the scope of rent allocation again. If a family with a record of public rental housing gives up choosing a house or signing a contract twice, the district housing security management department will no longer provide it with housing for three years. ”
Therefore, according to the above provisions, if the abandonment of the house selection (including not receiving the house selection notice, not participating in the on-site house selection and on-site abandonment of the house selection), the abandonment of the contract will be recorded, if the cumulative abandonment of two times, it will be implemented in accordance with the above documents. Families who choose a small suite of houses this time can upgrade to a medium-sized house.
7. Qualification review and check-in
Before signing the contract for the rental allocation project, the housing security management department of Fangshan District will carry out a qualification review for the families who have a waiting period of more than one year.
Families who fail to participate in the review within the prescribed time limit or fail to pass the qualification review will be deemed invalid and the property right unit will not check in for them. For the notice of qualification review, please pay attention to the website of the People's Government of Fangshan District, Beijing (website: http://www.bjfsh.gov.cn/zwgk/zfbz/).
If the applicant family needs to change and adjust the house after moving in, it can only choose the house within the scope of the type of rental unit that should be allocated for the record. (For example, if a single small family moves into a medium-sized house and then proposes to change and adjust the house, it can only be transferred and adjusted to a small house).
8. Rent subsidy
(1) Applicant families renting public rental housing shall pay rent in accordance with the rent standards of public rental housing projects and relevant policies.
Tenant families who are eligible for rent subsidy for public rental housing will pay the rent in full first, and then pay the rent subsidy on a monthly basis.
(2) Tenant households that meet the conditions stipulated in the Notice on Improving the Rent Subsidy Policy for Public Rental Housing (Jing Jian Fa [2015] No. 14) may apply for rent subsidy. Families applying for rent subsidies may apply to the sub-district (township) housing security management department.
(3) The upper limit of the construction area of the rent subsidy for public rental housing is 60 square meters.
If the floor area of the house rented by the tenant family exceeds the upper limit of the subsidized area, the value shall be taken according to the upper limit; If it is lower than the upper limit, the value shall be taken according to the actual leased construction area. If the floor area of the public rental housing selected by the family is 83 square meters, the excess part (23 square meters) is not eligible for rent subsidy.
9. Miscellaneous
The Beijing Fangshan District Housing Security Affairs Center is responsible for the policy interpretation and qualification review, and the property rights unit is responsible for the housing selection and occupancy work. The announcement is hereby made.
