The meeting heard the work report of the Standing Committee of the Municipal People's Congress, the work report of the Municipal Intermediate People's Court and the work report of the Municipal People's Procuratorate.
The executive chairmen of this plenary meeting are: You Mengjun, He Jingyan, Zhao Shouzhen, Zhou Zhenhua, Chen Ye, Chen Yunshui, Zhou Qiangguo, Yang Xinjian, Guan Ruiqi, You Tongling, Zhu Xunzhi, Zhang Dingfeng, Zhou Yingzhong, Liu Xiaoqiang, and Chen Hao. The meeting heard a report on the work of the Standing Committee of the Fuzhou Municipal People's Congress made by Chen Weimin, chairman of the Standing Committee of the Municipal People's Congress. Chen Weimin said that 2020 is a very extraordinary year. Under the leadership of the Fuzhou Municipal Committee of the Communist Party of China, the Standing Committee of the Municipal People's Congress, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, has fully implemented the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd, 4th and 5th Plenary Sessions of the 19th CPC Central Committee, enhanced the "four consciousnesses", strengthened the "four self-confidences", and achieved "two safeguards", adhered to the organic unity of the party's leadership, the people's mastery, and the rule of law, closely relied on the people's congress deputies and the people of the whole city, and gave full play to the functions and roles of local state power organs around the overall promotion of epidemic prevention and control and economic and social development It has made positive contributions to promoting high-quality development and surpassing in an all-round way and accelerating the construction of a happy city in a blessed state at a higher starting point. In the past year, the Standing Committee of the Municipal People's Congress has held a total of 9 meetings of the Standing Committee; 6 draft regulations have been deliberated and passed; 68 rules and normative documents have been reviewed; 22 special work reports have been heard and deliberated, 5 inspections of law enforcement of laws and regulations have been carried out, 2 special inquiries have been carried out, and 2 satisfaction evaluations have been carried out; 21 decisions and resolutions have been made; 119 staff members of state organs have been appointed and dismissed, and the goals and tasks set by the Fourth Session of the Fifteenth Municipal People's Congress have been successfully completed, and new progress and new results have been achieved in various work.
Chen Weimin said that 2021 is the 100th anniversary of the founding of the Communist Party of China and a year of special importance in the process of China's modernization. The Standing Committee of the Municipal People's Congress should deeply study and implement Xi Jinping Thought on the Rule of Law and General Secretary Xi Jinping's important thinking on upholding and improving the system of people's congresses, inherit and carry forward the innovative theories and exploration practices of General Secretary Xi Jinping during his work in Fuzhou, continue to improve the level of legislation, supervision, decision-making, appointment and removal, and deputies, continuously strengthen its own construction, strive for first-class performance, and strive to be the vanguard of the work of the People's Congress. The meeting also listened to the work report of the Municipal Intermediate People's Court by Ding Yanghao, acting president of the Municipal Intermediate People's Court, and the work report of the Municipal People's Procuratorate by Zhang Shiguizuo, chief procurator of the Municipal People's Procuratorate, and voted to approve the election method for the Fifth Session of the Fifteenth Municipal People's Congress.
Also seated at the rostrum were leaders of the Standing Committee of the Municipal People's Congress, the Municipal Government, the Municipal Committee of the Chinese People's Political Consultative Conference, the Fuzhou New District, the Fuzhou Garrison District, and veteran leaders at the municipal level. Cppcc members attending the Fifth Session of the 13th CPPCC Municipal Committee, deputies to the 13th Provincial People's Congress elected by our city, responsible persons of some central and provincial units stationed in Rongrong, and responsible persons of municipal government work departments and municipal organs, enterprises, public institutions, and mass organizations attended the meeting as observers. The meeting also invited some personnel of the municipal court and the municipal procuratorate to attend the meeting.
