"We deeply realize that the role of the 'locomotive' is to build a strong organization and lead the party building, and the revitalization of the organization lies in the revitalization of talents." Liu Ruiping, secretary of the party committee of Tangchang Town, said that Tangchang Town focused on the proposition of "building a good locomotive for grass-roots organizations", starting from "people", boldly launched an orderly withdrawal mechanism for backward cadres, implemented open "selection", explored the five-step method of "finding a selection and breeding tube", and innovated the organic renewal of village (community) cadres.

What is the five-step method of "finding a selective breeding tube"? "A variety of channels to 'find talents', eclectic 'selection of talents', comprehensive training 'cultivation of talents', fair and just 'use of talents', and sound systems to 'manage talents'." Liu Ruiping introduced to reporters that Tangchang Town "found" a total of 633 people through various channels by taking the initiative to visit the two village committees, the party group leaders and veteran party members talking and recommending, party organizations at all levels recommending to the town party committee, and taking the initiative to openly invite college student volunteers, veterans, temporary recruits, and individual self-nominations. Through forum exchanges, structural interviews, public speeches, comprehensive inspections, and other means, 25 reserve cadres were "selected" in an eclectic manner; through the methods of real post posting, off-the-job training, follow-up study, and professional training, 38 were comprehensively trained and "educated", of which 3 deputy secretaries were promoted, 15 were "hung up" by village cadres, 10 were "hung down" by cadres of government organs, and 10 were "hung up" in Chongqing; through the methods of inviting back, dispatching, exporting, and exchanging, 79 outstanding personnel were used in a fair and fair manner, including 7 who were able to get rich. 12 young people who returned to their hometowns and 3 cadres of government organs were admitted to the "two committees"; 3 deputy secretaries were promoted from Zhanqi Village and Pioneer Village to serve as secretaries; and 54 cadres served across villages. At the same time, through the management of bright cards, rewards and punishments, standardized management, and self-management, we have improved the system of "managing" talents, successively formulated systems such as the comprehensive assessment of party organization secretaries "red and yellow cards" and project filings, and implemented the punishment mechanism of "yellow card warning", "double yellow card punishment" and "red card direct punishment", effectively promoting the standardized management and supervision of cadres.

Since 2018, Tangchang Town has used the "five-step work method" to select and adjust a large number of village (community) cadres, effectively solving the "three major cruxes", effectively promoting village (community) cadres to take the initiative to contribute to rural revitalization, and laying a solid "talent" foundation for the role of the "locomotive" of organizational revitalization.

In the current town of Tangchang, the village cadres have a new look. At present, there are 134 members of the "two committees", 99 people under the age of 40, accounting for 73.8 percent; and 97 people with college degree or above, accounting for 72.7%. The average age of party organization secretaries is 37.5 years; there are 10 new secretaries, the youngest of whom has just turned 29. At present, there are 16 reserve party organization secretaries, 15 deputy secretaries reserve, and 46 reserve cadres of the "two committees", which has injected living water into the implementation of the rural revitalization strategy.

It is understood that in 2019, Tangchang Town was rated as the first batch of advanced towns for rural revitalization in Sichuan Province, Zhanqi Village was rated as a national rural revitalization demonstration village, and Pioneer Village was rated as the first batch of rural revitalization demonstration villages in Sichuan Province. In 2020, the "five-step work method" of Tangchang Town was comprehensively promoted in Pidu District, and 325 village-level reserve forces were dynamically reserved in the whole district, injecting source living water into the centralized change of the "two committees" of the village (community), forming a seven-step work method of "touching, finding, selecting, cultivating, refining, using and managing" in Pidu District, which was published and recommended by the Central Organization Department and the Organization Department of the Provincial Party Committee; Gao Demin, secretary of the Party Committee of Zhanqi Village, was rated as a national model worker. In 2021, the Party Committee of Zhanqi Village was rated as an advanced grassroots party organization in the country; Ren Jian, secretary of the Party Committee of Pioneer Village, was rated as an outstanding party worker in Sichuan Province; and Li Bo, secretary of the Party Committee of Baimu Village, was selected as a member of the town leadership team as the secretary of the outstanding village party organization of "five personnel".
