On August 19, Zhang Yijin, the county magistrate of Qinglong Manchu Autonomous County in Qinhuangdao City, presided over the 3rd executive meeting of the Ninth Autonomous County Government at the administrative office center.
The meeting studied the implementation plan for clean coal heating in the 2021 heating season, curbing the "non-farming" and "non-grainization" of cultivated land and other related matters.

Relevant departments should earnestly improve their political positions, strengthen organizational leadership, consolidate work responsibilities, conscientiously perform their duties, form a work synergy, grasp the implementation of various tasks, make every effort to promote the treatment of loose coal and clean coal heating, truly ensure that they should be guaranteed, keep the bottom line of the masses warm through the winter, and make positive contributions to the continuous improvement of air quality.
The meeting stressed that further strengthening the protection of cultivated land and permanent basic farmland, resolutely curbing the "non-farming" of cultivated land, and preventing "non-grainization" concern the national economy and people's livelihood are the most important tasks in ensuring national food security. All levels and departments must profoundly understand the extreme importance of farmland protection, earnestly unify their thinking with the decision-making and deployment of the central authorities, provinces, and municipalities, pay close attention to studying and formulating work plans, establish and improve the "grid" management mechanism, strengthen coordination and communication, strictly implement responsibilities, vigorously promote rectification work, and resolutely curb the new acts of arbitrarily occupying cultivated land and building houses in rural areas.
