On the afternoon of February 3 this year, an explosion accident occurred at an idle factory in Xinzhu Community, Dahukou Town, Anxiang County, causing serious consequences. After investigation by the Anxiang police, Jiang, Luo, Dai and other 3 people were suspected of illegally producing explosives. After the incident, all three fled. After a lot of work, the Anxiang police arrested Jiang in late May.
In order to severely crack down on illegal production and make suspected violators have nowhere to hide, on June 6, the Changde Municipal Work Safety Committee issued a "No. 1 Fugitive Order" to two criminal suspects through the Municipal Public Security Bureau, one of whom was Luo Mou from Linli, suspected of colluding with others to illegally produce explosives.
After the promulgation of the "No. 1 Fugitive Order," the party committee of the Linli County Public Security Bureau attached great importance to it, and Dai Linzhong, deputy county magistrate and director of the Public Security Bureau, arranged for the leaders of the bureau in charge of the management of dangerous explosives to take the lead, instructed the bureau's dangerous explosive brigade and the Hekou police station to increase the intensity of pursuit and escape, and strive to return the case at an early date. The police officers who handled the case repeatedly publicized the legal system to Luo's family and did the work of persuading him to surrender, and Luo was forced by the strong investigation offensive of the public security organs to surrender himself at the Hekou police station accompanied by relatives and friends.
At present, Luo Mou has confessed to the fact that he participated in the illegal manufacture of explosives and caused the "2018.2.3" large accident. Luo Mou has been transferred to the Anxiang County Public Security Bureau for criminal detention in accordance with the law.
