On October 28, Top Sudanese military commander Abdel Fattah al-Burhan said Sudan would produce a new prime minister and a sovereign committee "within a week at most."

In an interview with the Russian Satellite News Agency on the 28th, Bulhan said that the appointment of the prime minister and members of the sovereign committee is expected to be completed in "two days, up to a week". Burhan also said the new prime minister would be a technocrat, but there was no list of candidates.

According to Bulhan, the military "will not interfere with the question of the selection of ministers", the prime minister will appoint them, and all segments of the Sudanese people should agree on the candidate for prime minister.

On the 25th, Bulhan announced the dissolution of the cabinet and the sovereignty committee, the country entered a state of emergency, and state affairs were taken over by the military. Since then, Khartoum International Airport has been reportedly closed, with network disruptions and traffic blockades. The Office of the Prime Minister of the Transitional Government of Sudan issued a statement on the 25th, saying that Prime Minister Hamduk was "kidnapped" in his residence in the capital Khartoum earlier in the same day and "taken by armed personnel to an unknown place".

According to CCTV News, on the afternoon of the 26th, Burhan held a press conference at the Sudanese Army Headquarters in Khartoum. At the press conference, Burhan said the Sudanese military had made "all possible concessions" to meet the sudanese people's expectations of the civilian government.
