According to reports, in March 2016, after the establishment of the county environmental protection bureau to March 2019, Li Xiong, then secretary of the party group and director of the county environmental protection bureau, Xu Hongyan, member of the party group and deputy director of the county ecological environment supervision brigade, and Chen Zhiqing, acting captain of the county ecological and environmental supervision brigade, seriously failed to supervise 7 brick factories such as the New Jiuxin Brick Factory and the Ledong Jiuhe Ice Processing Plant that built a factory without permission to discharge pollutants for a long time in Ledong's jurisdiction, and did not continue to follow up and supervise after issuing illegal sewage discharge behaviors to relevant enterprises to stop illegal operations or administrative penalties.

Seven brick factories, including the New Jiuxin Brick Factory, continued to illegally produce bricks after only one month without obtaining a permit; the Ledong Jiuhe Ice Processing Factory did not stop production without permission and after ordering it to stop the illegal acts immediately, and the masses continued to petition, causing serious adverse effects. In February this year, Chen Zhiqing was punished with a government warning. In June this year, Li Xiong was punished with a warning from within the party, and Xu Hongyan was punished with a warning from within the party.
