"Pear blossom color plum blossom fragrance, born clean face does not wait for makeup." On July 5, the reporter drove to Panlong Village, Jiepai Town, a remote mountainous area in Hengyang County, standing on the top of Yantoupai Mountain at an altitude of more than 300 meters, and looking around, the mountain was planted with green oil tea trees, like a green ocean.

"This oil tea forest was planted by the Xihui Planting Professional Cooperative at the end of the previous year, covering an area of more than 800 mu." Fan Erqing, a poor villager in Panlong Village, who is weeding in the forest, pointed to a newly planted oil tea forest on the mountain and said that more than 20 villagers are currently working in the cooperative.

"Migrant workers are paid 120 yuan a day. In addition to the wages of migrant workers, poor households also enjoy a share dividend of 560 yuan per household per year, enjoying 5 consecutive years. Song Kejian, director of the village committee of Panlong Village, introduced.

It is reported that Panlong Village has 547 mu of arable land and 5416 mu of mountainous land. In the past, the villagers' economic resources were mainly migrant workers. In 2018, the village decided to develop the camellia oleifera industry and grow camellia oleifera on suitable land.

To do a good job in the cultivation of oil tea, land circulation is the key. "In November 2018, the two committees of the village branch decided to plant oil tea in more than 800 mu of mountainous land in seven villager groups, including forest farms and Caotai." Song Kejian told reporters that the beginning was not smooth, and the villagers had their own ideas.

Villagers will never be allowed to suffer economic losses. At the beginning of December of that year, the party committee and government of Jiepai Town worked on the spot in Panlong Village on the issue of land circulation for oil tea cultivation. "The cooperative respects the wishes of the villagers, and the land transferred is strictly in accordance with the contract, and the circulation lease payment is paid in full." The principal responsible person of the town party committee said that no matter whether the oil tea harvest is bumper or worse, the interests of the villagers are guaranteed not to be lost.

"The land lease payment has been guaranteed, and the villagers have taken a reassuring pill." The person in charge of the party branch of Panlong Village said that as of the end of June this year, the village had transferred a total of 1,500 mu of oil tea forests in the mountainous area, and reclaimed more than 300 mu of old oil tea forests. Last year, the village produced more than 1,000 kilograms of tea oil and earned more than 150,000 yuan.

"With the development of the oil tea industry alone, more than 20 poor villagers have been placed in the village to find employment at the doorstep of their homes." The person in charge of the village party branch said that after 8 years, after all the newly-made oil tea forests in Panlong Village are in full production, they can generate economic benefits of more than 4 million yuan a year, and the annual per capita income of villagers will increase by more than 10,000 yuan.
