Su Xiwen was not happy for long, and with the fall of Nanjing, another traitor, Liang Hongzhi, appeared again. On October 15, 1938, the Office of the Shanghai Municipal Superintendent of the Puppet Restoration Government was reorganized into the Puppet Shanghai Special Municipal Government because of Japan's demand for the merger of the puppet regimes in the north and the south.
