Born in Xiamen, Fujian Province, Su Xiwen, who graduated from Waseda University in Japan, originally broke away from the Party without ambition in the Kuomintang, but he did not expect that the Japanese army in Shanghai suddenly gave him such a hat, and he was grateful to Shu Zero, saying that "the Shanghai Municipal Avenue Government, with the assistance of the Imperial Army and the expectations of the people, aims for peace in Greater East Asia" and designs and produces a "Avenue Banner" with a yellow background and a red and green Taiji in the middle. Su Xiwen was not happy for long, and with the fall of Nanjing, another traitor, Liang Hongzhi, appeared again. On March 28, 1938, the Puppet Restoration Government supported by the Japanese was established in Nanjing. After Liang Hongzhi came to power, he asked Su Xiwen to abolish the Avenue Government, lower his Avenue Banner, and set up another pseudo-Shanghai Municipal Affairs Office. Su Xiwen heard the displeasure on his face and directly said to Liang Hongzhi, "Everyone is a slave, and Hugh wants to put up the stinky shelf of his boss." However, in the end, after coordination, the two traitors reached an agreement, and Su Xiwen lowered the "Avenue Banner" and raised the "Five Color Flag", and he still served as the inspector. On October 15, 1938, the Office of the Shanghai Municipal Superintendent of the Puppet Restoration Government was reorganized into the Puppet Shanghai Special Municipal Government because of Japan's demand for the merger of the puppet regimes in the north and the south. Su Xiwen's position was also replaced by the larger and more famous Fu Xiao'an. Fu Xiao'an became the pseudo-mayor of Shanghai special city and was sworn in at 10 a.m. on October 16 at the Shanghai Municipal Government Auditorium, while Su Xiwen was demoted to secretary general of the municipal government.
