Cai Zhuchan (1898-1966), a native of Buwen Town, Longhai City (now Longwen District), was the chairman of the Zhanglong Automobile Company, which was famous in southwest Fujian in the last century, a patriotic national industrialist, and a famous squire. During the War of Resistance Against Japanese Aggression, he actively participated in the War of Resistance Against
Persuaded by his younger brother Cai Dachang, the head of the Zhangzhou underground party of the CCP, he did some good things for the revolutionary cause. After the founding of New China, as a patriotic democrat, he served as vice chairman of the Fujian Federation of Industry and Commerce, vice chairman of the Zhangzhou Municipal Committee of the Chinese People's Political Consultative Conference, chairman of the Zhangzhou Federation of Industry and Commerce, vice mayor of Zhangzhou City, and deputy commissioner of the Longxi Special Office (equivalent to the current vice mayor of Zhangzhou City).
For the Zhangzhou people who came from the Republic of China, Cai Zhuchan seems to be a thunderous name, and the street name of "Zhuchan Street" is taken from this Zhangzhou industrialist in the Republic of China.
In the 23rd year of the Republic of China (1934), Zhanglong Automobile Company was on the verge of bankruptcy due to poor management and other reasons, and was bribed and rectified by the Provincial Construction Department; after raising shares and adding capital, Cai Zhuchan also took shares and was hired as a manager. He straightened out personnel, repaired roads, purchased additional vehicles, and carried both cargo and passenger operations, carrying coal into Zhangzhang and Xiamen, and transporting ore for stone powder processing. At the same time, we will revise regulations, recommend employees, and improve efficiency. Operating for more than a year, the business of Zhanglong Automobile Company has been booming day by day, the export volume of local specialties in southwest Fujian has increased significantly, and daily necessities have also been imported from the source.

On November 14, 2017, Cai Zhuchan's daughter Cai Yuheng recalled: "The stone stele records the cause and effect of the air raid shelter of the old house on Gaicaishi Street. Because the bomb shelter was to be demolished and destroyed to build a house, we took the monument back to the ancient house for preservation. ”
Cai Da Xie is the younger brother of Cai Zhuchan and is a member of the Qianchao Drama Club along with Peng Chong. During the War of Resistance Against Japanese Aggression, he collected intelligence from the Japanese army in the Philippines (see Hongying's book "Oral Records of Zhang Shengcai"), and after 1949, he served as the deputy director (i.e. deputy director) of the Fujian Provincial Bureau of Culture.
In 1963, Cai Zhuchan made a field trip to the Erxi waterway of the Jiulong River, studied the causes of flooding in the Jiulong River over the years, inquired into the hydrogeological data of local literature, and wrote the "Jiulong River Water Control Plan".

After inspecting the two streams of the Jiulong River, he proposed with systematic thinking and overall thinking that the cause of the flooding of the Jiulong River was "blocking the river and blocking the stones", blocking the river channel and raising the riverbed, resulting in flooding and the creek becoming a beach.
He suggested that "the beams wash away the sand, remove the barrier stones, go out to sea from the river, and silt up without worry." He suggested "building small reservoirs," diverting floodwater and eliminating water, and vigorously improving the irrigation capacity of farmland.
