In 1958, Hu Rongbi, a 16-year-old young student, was conscripted into the army and became a soldier of the 33rd Regiment of the 11th Division of the Red Army. In 1978, Hu Rongbi returned to his hometown of Yanchuan County to participate in local work due to disability. At that time, Hu Rongbi had just 5 days of surgery, the wound did not heal at all, the doctor advised him not to go, and the family did not let him go, but he thought that this meeting was very important, and he had to attend.

After returning to the county seat and staying in the hospital for twelve or three days, he went to the county hospital and the Beiguan community to give revolutionary traditional education speeches. On the morning of September 9, 2019, he suddenly fell dizzy and lying on the bed, cold sweat, limbs were suddenly weak and weak, and after 20 minutes of bed rest, he felt slightly better, so he forced his body to go to the county hospital for diagnosis and treatment. The receiving doctor said: "Your condition is very serious, it may be that the blood supply to the brain is insufficient, how dare you come alone..." After the doctor's diagnosis and treatment, he went to Yanchuan County No. 2 Middle School in the afternoon to give a speech on "Soaring China's Brilliant 70 Years".

In 2015, Comrade Hu Rongbi dedicated all kinds of books, newspapers, periodicals, pictures, certificates and other precious historical documents and materials that he had collected and sorted out over the years, took the initiative to vacate his original bungalow and a cave, took out 30,000 yuan to repair the bungalow and cave, and opened the first patriotic education base in Yanchuan County. At that time, most people in the family did not approve, worried that his body would not be able to eat. But what this veteran of the party insisted on doing could not be stopped. "As a Communist, I must dedicate my limited life to the infinite cause of socialism." This spirit of his touched his family, and eventually won the support of his family, and the pavilion was successfully completed and launched in July of that year. Since then, he has made full use of this position and actively carried out patriotic education and propaganda activities in various ways. Due to the increase in the number of visitors and listeners, the problem of limited venues of the exhibition hall was highlighted, and in 2017, with the support of units and departments such as the Yanchuan County Party Committee, the county government, the Civil Affairs Bureau, the Double Support Office, and the Bureau of Old Cadres, 68,000 yuan was raised to renovate the exhibition hall. After Hu Rongbi ran before and after running, he asked the work team to rebuild and repair a school building in the county two, and also advanced 18,000 yuan in the relocation and expansion, and personally hired editors, artists, photography and other professionals to plan, design, arrange, and make display boards and display cabinets. After several months of hard work, a new and spacious exhibition room was finally built, and with the consent of the relevant leaders, it was named "Yanchuan County Red Education Base".
The newly built education base has a construction area of 72 square meters and is divided into four exhibition areas. The first part is mao zedong in Yanchuan; the second part is an introduction to the deeds of revolutionary heroes and revolutionary heroes before the founding of Yanchuan County; the third part is the flames of the Yanchuan Revolution and important meetings; the fourth part is a brief introduction to the suppression of the Tibetan rebellion in 1959 and the border operation in 1962.
