Zheng Zhijun noted that since the beginning of this year, the Inner Mongolia Discipline Inspection Commission Supervision Commission has reported the "black sheep" that harm the business environment every month, and more than 50 people have been reported so far.

Shi Taifeng, secretary of the Inner Mongolia Autonomous Region Party Committee, made a speech, and the four sets of inner Mongolia Autonomous Region teams and the "two chiefs" of judicial inspection were all at the meeting site.
At the meeting at that time, Shi Taifeng said bluntly:
At present, the problem of Inner Mongolia's business environment "has become the most strongly reflected by various market entities, the most prominent problem affecting the image of the region, and the most serious restriction on high-quality development, and has become a problem that must be solved by starting a new journey of comprehensive modernization, deepening reform and opening up, strengthening the construction of the rule of law and party building, and purifying and repairing the political ecology."
He demanded that we resolutely eliminate the "work style virus" that pollutes the business environment and the "black sheep" that undermine the business environment, and comprehensively and thoroughly investigate the corruption problem behind the business environment problem.

Since the beginning of this year, the Inner Mongolia Discipline Inspection Commission Supervision Commission has reported typical cases of damage to the business environment every month, and the previous reports were on January 25 (8 people were notified), February 18 (8 people were notified), March 15 (6 people were informed), April 19 (6 people were informed), May 14 (7 people were informed), June 16 (5 people were informed), July 15 (6 people were notified), August 12 (7 people were informed).
According to zhengzhijun statistics, a total of 53 officials were informed of these eight times.

For example, from 2005 to 2012, Bai Dun took advantage of his position as secretary of the party leading group and director of the Land and Resources Department of the Autonomous Region to perform his duties incorrectly, exceeded his authority to examine and approve prospecting rights, illegally sought benefits for others in the investment of mineral resources projects, and accepted and demanded huge amounts of property, thus undermining the normal order in the field of mineral resources exploration and operation in the autonomous region.
For another example, between 2007 and 2019, Wang Laiming took advantage of his position as director of the Anti-Malfeasance and Infringement Bureau of the Autonomous Region People's Procuratorate and the party committee member, deputy secretary and deputy director of the Autonomous Region Public Security Department to request the Land and Resources Bureau of a certain locality to handle the formalities for changing land use rights in violation of regulations; illegally own shares of non-listed companies in the name of others; use private lending activities to obtain high interest; and illegally interfere in law enforcement activities to accept property from others. It has seriously undermined the normal order of land change procedures and the credibility of public security organs in law enforcement.

In today's briefing, Bai Zhi, former secretary of the party leading group and director of the Transportation Department of the Inner Mongolia Autonomous Region, and Du Xuejun, former secretary of the municipal party committee of Wulanchabu City, were officially disclosed for the first time.
Let's start with Bai Zhi.
Bai Zhi, born in March 1962, a native of Dalat Banner, Inner Mongolia, is a master's student.
In his early years, Bai Zhi was the secretary of the Jungar Banner Committee. In March 2009, he became the secretary general of the Ordos Municipal Party Committee, and a year later he joined the Standing Committee of the Municipal Party Committee. In October 2014, Bai Zhi served as the executive vice mayor of Ordos City.
Zheng Zhijun noticed that Bai Zhi's resume in Ordos intersected with the "big tiger" Yunguang.
In February 2008, Yun Guangzhong served as deputy secretary and vice mayor of Ordos Municipal Party Committee, became mayor in November of that year, and from February 2011 to January 2014, he served as secretary of the Ordos Municipal Party Committee. That is to say, in the three years that Yun Guangzhong served as the secretary of the municipal party committee, the secretary general has always been Bai Zhi.
In December 2015, Bai Zhi was transferred to the Inner Mongolia Autonomous Region Development and Reform Commission as deputy director and director of the Autonomous Region Energy Development Bureau. Two years later, he became the director of the Transportation Department and the secretary of the party group of the Inner Mongolia Autonomous Region. In January 2021, Bai Zhi was investigated.
This time, the Supervision Commission of the Inner Mongolia Autonomous Region Discipline Inspection Commission disclosed for the first time the details of its illegal interference in the construction of the engineering field and the acceptance of other people's property.
The circular said that from 1997 to 2019, Bai Zhi provided assistance to entrusted enterprises to provide assistance in violation of the law in the contracting of engineering projects and the allocation of project funds, and accepted property from others; at the same time, he successively invested in a number of enterprises involved in coal, water affairs, highways and other fields in violation of the law and obtained huge profits. The above-mentioned acts have seriously undermined the normal order in the development and utilization of coal resources and highway investment and construction in the autonomous region.
Du Xuejun was born in May 1965, a native of Hailar, Inner Mongolia, and has a doctorate in law.
According to his resume, Du Xuejun worked in Hulunbuir for nearly 30 years. In 2011, Du Xuejun was appointed deputy secretary of the Xing'an League, and in May 2013, he was promoted to league chief and became a cadre at the level of the main department.
In October 2015, Du Xuejun was appointed deputy secretary and mayor of Baotou Municipal Party Committee. In May 2017, he became the new secretary of the Ulanqab Municipal Party Committee until his resignation in July 2020.
In February 2021, the website of the Central Commission for Discipline Inspection and the State Supervision Commission published the article "Inspiration for Promoting Reform work in a series of coal-related corruption cases in the Inner Mongolia Autonomous Region", revealing for the first time that Du Xuejun fell. Previously, he "disappeared" in public messages for more than 7 months.
Previously, the WeChat public account of the "Lookout" news weekly published "Drawing the Greedy Image of the Coal Tiger", commenting that Du Xuejun "is like a 'chameleon' who is both an official and a businessman." ”
Du Xuejun joined the work at the age of 15, from the Ergun Material Company, the Economic Commission, the Development Company, the Border Trade Company, long-term dealings with enterprises and businessmen, with the boss to take office has become the norm. Since he became the secretary of the Chenbal Tiger Banner Committee in 2002, Du Xuejun has taken the business owners wherever he was transferred. Between 2003 and 2020, corrupt practices in accepting money from companies and businessmen followed.
Not only was he corrupted himself, Du Xuejun also brought his family with him.
In 2004, Du Xuejun registered a company and an agricultural and animal husbandry science and technology demonstration base under the guise of his mother-in-law, which was specially used to launder money for his corrupt income, and the base rented 24,510.54 acres of grassland in Bayan Kuren Town, which was under Du Xuejun's jurisdiction, and his wife and father participated in the operation and management. Between 2006 and 2016, Du Xuejun used his authority to greet the Chenbal Tiger Banner Agricultural Bureau and the Finance Bureau, and obtained 2.45 million yuan of state subsidies for the company established by the base in violation of the law.
The Inner Mongolia Autonomous Region Discipline Inspection Commission Supervision Commission reported that between 2004 and 2020, Du Xuejun took advantage of his position to contract cultivated land in violation of the law, obtained a variety of special funds and government subsidies, provided assistance to many units and individuals in the development of coal resources, contracted projects, and other matters, accepted huge amounts of property, and undermined the normal change of the circulation of farmland use rights and the order of the market for the development and utilization of coal resources and the contracted project market.
