In 2011, the second stage, "10000 villages are beautiful", the construction of beautiful villages has brought about changes in industry, culture and urban and rural reconstruction.
In 2021, the "10 Million Project" entered the third stage of "10,000 villages in the future, 10,000 villages for common prosperity", which can be called the "precursor" of Chinese-style modernization in the field of three rural areas.
As early as the launch of the 10 million project, Comrade Xi Jinping, then secretary of the Zhejiang Provincial Party Committee, repeatedly emphasized that in the "10 million project", the main role of farmers, "for the people, relying on the people" is the source of the power for the iterative upgrading of this project for 20 years.

The opinions of the villagers are reflected in the planning and construction of the entire village.
Dazhuyuan Village is close to Longwang River and is born by the water. Water has been one of the most important elements of life for people here since ancient times. A water system that flows through the front houses of every house, surrounds the entire village, bringing a vibrant charm to Dazhuyuan Village. The inspiration for the design came from the needs of the villagers.

And this water we are not like the urban landscape water is only for seeing, our rural water, more for life and production.
In the construction of the second phase of the Dazhuyuan Village project, the design and planning should be more excavated and meet the needs of the villagers for future operation and development. During the interview in Zhejiang, it was common for the government, villagers, and relevant teams to discuss the construction and development of the village. In Dongyang's Sandan Village, the township, village and operation teams are also discussing the plan for the joint construction and group development of the five villages.
Because the will and opinions are fully respected, the enthusiasm of everyone to participate is fully mobilized. Behind this is the people's nature embodied in the 20-year "10 million projects". "For the people, relying on the people" is the concrete embodiment of General Secretary Xi Jinping's people-centered development thinking in the "Ten Million Project".

Adapt measures to local conditions and categorize policies

But what is the best fit? The farmers themselves know.
Dongyang Yulu Village, with a radius of three square kilometers, has 1,200 acres of standard farmland. There are two crops of rice a year, and each mu is an annual output of tons of grain field. Rice is a characteristic industry of the village and also records the history of the Lulu people. The village has a history of more than 700 years. The landscape of the village between the two rivers has allowed the Lulu people to compete for land from floods for generations. In the process of solving the problems of flooding and irrigation, the industrious Lulu people changed streams to reclaim land and gradually reclaimed more than 1,000 mu of farmland that was protected from drought and flood. The tradition of rice cultivation in Yulu has survived to this day.
In the stage of Zhejiang's rapid economic development, Yulu Village also tried to go other ways. The development of vegetable bases and the replanting of Chinese medicinal materials have not been successful. The land here is suitable for growing rice, and the villagers love to grow rice. How to make everyone rich by farming, Yulu Village finally blazed a trail of its own: centralized land circulation to large households, village collectives develop secondary production to strengthen the collective economy, and feed back primary industry to increase farmers' income. In 2022, the per capita disposable income of Yulu Village will increase to 82,000 yuan, and the village's collective operating income will exceed 4 million yuan.
Now, Yulu is building a shared countryside based on 5G technology, and the intelligent remote monitoring box in the field monitors the soil moisture, light intensity, pH and other indicators in real time; Plant protection drones and intelligent unmanned cultivators fly and move in the clouds, and thousands of acres of farmland become their own scenery. Yulu Village also has a new plan to develop the cultural tourism industry.
In Zhejiang, villages in various cities and counties present different local styles and spiritual atmospheres, including Shaoxing Tangdi Village, which is rich in the orchid industry, Gejia Village in Ningbo, which is famous for the artistic creation of villagers, and Dongyang Sandan Village, which has been revitalized by the inheritance of intangible cultural heritage skills. Based on the specific conditions of each village, "one village, one policy", "one village, one product" and "one village, one rhyme" have gradually been formed.
The scientific method of adapting measures to local conditions and categorizing policies throughout the "Ten Million Project" has enabled thousands of villages to find the optimal solution of beauty and common beauty. In 2022, the total assets of the village-level collective economy in Zhejiang Province will reach 880 billion yuan, accounting for one-tenth of the country. The urban-rural income ratio shrank from 2.43 in 2003 to 1.90 in 2022. The relationship between cities and villages is also undergoing profound changes with the practice of "ten million projects" in the past two decades of iterative upgrading.
"Ten Million Project"
A key to solving the problem of rural areas
Li Zu Village, which has a history of more than 500 years, once had the nickname "Buffalo Cape Village" in the local area, which means a hopeless village. Although the distance between it and Yiwu city is no more than 15 minutes in a straight line, there is no way out of the village before the "10 million project", and it is necessary to detour from the neighboring village. The small pond at the entrance of the village has witnessed the departure of generations of young people. There were many suburban villages like Li Zu in Yiwu, and they were called "humble villages". Without the "Ten Million Project", such villages may become more and more decaying in the midst of change.
In the first phase of the "Ten Million Project" rural rectification, the quaint charm of Li Zu Village gradually appeared in front of people. In the second stage, Yiwu integrated the investment power of state-owned enterprises to create ten beautiful rural boutique lines around, and Li Zucun happened to be on the boutique line of Desheng Ancient Yun.
Social forces bring resources and more possibilities for development. It was at that time that Jin Jing was attracted. With convenient transportation and a strong cultural environment, Jinjing's operation team quickly attracted more than 200 agricultural makers with different characteristics to Li Zu Village. These agricultural makers, who are famous on the Internet, have brought long-lost popularity to Li Zucun.
Regarding the origin of the name "Li Zu", the villagers told such a story: the first people with the surname Li lived in this land, and later the family surnamed Fang migrated here, and the families with the two surnames got along harmoniously. As the number of clansmen surnamed Fang increased, the family surnamed Li gave the entire village to them. The gratitude of the people surnamed Fang to the Li family has been passed down from generation to generation, so the village was named "Li Zucun". "Humility, harmony and gratitude" is a simple folk custom that continues here to this day.

The relationship between Li Zu and Yiwu precisely represents the small incision of the "ten million project", which has brought about a great change in the relationship between urban and rural areas. Today's Li Zu Village, the fine and silent charm of moisturizing things adds a different kind of slow life to Yiwu. It is no longer a burden, it is the backyard of Yiwu people, and it is the habitat of Yiwu people's spirit.

New hope brought by the "Ten Million Project"
Sandan, the most remote township in Dongyang, has nine mountains above 800 meters above sea level, and is known as Dongyang's "Little Tibet". Sandan Village is the land of the four counties of Jiming, and its remoteness is evident. The remoteness of the geographical location and extremely limited resources have always limited the development of Sandan Village. Like other villages in Zhejiang, Sandan Village has gone through the process of "ten million projects" from village renovation and improvement of living environment, to the closure of mines, the development of green economy, and the construction of beautiful villages.
However, its spirit is still like two pearls hidden deep in the mountains: more than 90% forest cover here, and water quality is above Category II. The number of negative oxygen ions per cubic centimeter of air is more than 20,000, which is the standard of national forest health care bases. There are also intangible indigo dyeing craftsmanship that has been passed down for thousands of years. Tie-dye, batik, and sandwich dyeing, traditional handicrafts that cannot be duplicated, are the best colors condensed by time.
Lin Qi, a fashion designer, walked out of the mountains from Sandan Village when he was 15 years old. More than 20 years later, in 2020, seeing the changes in her hometown, she and her partners returned with funds and a paper plan. The persistence of the cadres of Sandan in the "10 million projects" finally attracted the Golden Phoenix. Lin Qi and her team hope to create a cluster of workshops for traditional crafts, attracting more masters of craftsmanship, while also bringing in the village's veterans and left-behind villagers. Years of brand accumulation have given them the confidence to use intangible cultural heritage skills to awaken the long-dormant Sandan Village.
In one year, the collective economic income of Sandan Village has exceeded one million yuan, and the workshop has led to the employment of more than 500 villagers in the surrounding area. In 2021, Zhejiang Province's "10 Million Project" entered the third stage of "10,000 villages in the future, 10,000 villages for common prosperity", with continuous investment and support from province to township and common prosperity projects, the enthusiasm of cadres and operation teams in townships and villages has been fully mobilized, and they are building a new plan for joint construction and group development of five villages.
Alpine vegetables in Hook Village, tea industry in Shanbei Village, water park in Xiaxilou Village, homestay in Jinhang Village, and intangible cultural heritage workshop in Sandan Village. It is conceivable that the "10 million projects" will provide more possibilities for the future development and common prosperity here.
This is Yucun. It is no longer the Yu village that opened the mine 20 years ago, but the fashionable and youthful Yu village in the green mountains today.
In July 2022, Yucun launched the "Global Partner Program" to recruit young people who are committed to rural construction. 42 partnership projects have been implemented in Yucun, more than 1,000 college students have participated, and more than 200 young people have joined the team of entrepreneurship in Yucun. They are called Xinxiang people.
Today, twenty years after the "Ten Million Project", Yucun, the birthplace of the Two Mountains Theory and a village that has undergone earth-shaking changes, is playing out a two-way rush between youth and the countryside every day. The future of Yucun is still on the way, and there is no need to rush to put any label on it. But a "harmonious, inclusive, atmospheric, innovative and vibrant modern village" must be what Yucun will look like in the future. This is the most profound change brought to China's countryside by the "Ten Thousand Project" in the past 20 years.
In the practice of the "10 million projects" for 20 years, there are many important ideas of General Secretary Xi Jinping: the fundamental position of putting the people first, the scientific method of systematic promotion, the development concept that green water and green mountains are gold and silver mountains, and the strategic determination for a long time, and so on.
It is precisely because these ideas have been implemented step by step in practice, and the real beautiful transmutation of thousands of villages in Zhejiang has been achieved. The reorganization of mountains and rivers set out by the "10 Million Project" is far from over. The future countryside can be imagined: it is what science and technology empowered in the digital age, it is what the beautiful countryside looks like in Chinese culture, and it is the common prosperity of the revival dream.
