In 2016, Gulou District was awarded the title of National Ecological Civilization Construction Demonstration Zone, and is the only two national ecological zones in the country located in the core urban area of the provincial capital. Gulou District has always attached great importance to ecological creation, so how to consolidate the effectiveness of water system governance and optimize water ecology?

Gulou District has a dense water network and meandering vertical and horizontal, with 22 rivers totaling 37.5 kilometers, as well as three lakes: West Lake, Zuohai, Liming Lake, and Hot Spring Park Lake. We have always adhered to the guidance of Xi Jinping's ecological civilization thought, vigorously inherited and carried forward the concept of "mobilization of the whole party, action by the whole people, combination of all sectors, and joint governance", conscientiously implemented the deployment requirements of the central government, provinces and municipalities, solidly promoted the seven major actions of water control in the whole region, and made every effort to build a charming urban area where people and water coexist in harmony. The water quality of the river, West Lake Zuohai and Northwest District drinking water source protection area in the jurisdiction has all reached 100% of the standard, and it has ranked second in the city's river chief system assessment for five consecutive years since 2018. There are 3 main things I did:
The first is to tighten the "chain of responsibility" for river and lake governance. We have fully implemented the working mechanisms of the party and government and the "government and enterprise" double river chiefs, and set up 101 river chiefs at all levels, 56 river supervisors, and 62 river police chiefs, and signed responsibility letters at all levels to tighten and consolidate responsibilities. The "Responsibility List for Promoting the Construction of a Better Seaside Landscape City for Water Control in the Whole Region" was formulated, focusing on 7 major aspects such as water security, refining and generating 72 tasks, further clarifying the list of responsible departments, work priorities and projects, and adhering to the "one game of chess" in the whole region to promote water governance. At the same time, supporting documents such as the "Implementation Rules for the Performance Appraisal of the River Chief System" will be issued to report the progress of the work every month and promote the detailed implementation of the tasks of the river and lake chief system.
The second is to sing the "concerto" of pluralistic co-governance. The masses are the biggest beneficiaries and participants in water control. On the basis of the "River Chief Day" activity on the 14th of each month, we set every Sunday morning as the unified action day of "protecting the river and loving the water and cleaning the homeland", and set up three teams of cadres, volunteers and party building alliances, led by the leaders of the four sets of teams in the district to carry out more than 10,000 activities on the front line, and mobilized more than 460,000 cadres and masses to participate in solving 8,320 river and lake problems. We have continued to increase the publicity of "water culture" through various forms, launched the government affairs Douyin account "Gulou Xiaoyu" online, released eight types of short videos such as policy interpretation and beautiful scenery of rivers and lakes, which have been played more than 21 million times, and held offline publicity activities on the work of the river chief system on a regular basis, forming a strong atmosphere of concern, support and participation in water control by the whole society.
The third is to launch the "active battle" of water control in the whole region. As the old city of Fuzhou, Gulou has a large stock of old residential areas. In recent years, we have completed the transformation of 584 old residential areas and rectified 198 problems of rain and sewage mixing, and will realize the renovation of the completed communities before 2000 within the year. We have also completed the relocation of 299,000 square meters of inland water systems, dredging and dredging of 81,500 cubic meters of rivers, and renovated 14.5 kilometers of sewage pipe networks.

In May 2001, Gulou District was identified as a demonstration area for the construction of "Digital Fujian".

Digital construction is the biggest advantage of the Drum Tower. Over the years, we have always adhered to digital empowerment of water system governance, made full use of big data, cloud computing, artificial intelligence and other technologies, and took the lead in building a "1+1+1" smart water governance system in the country.
The first "1" refers to building a strong urban brain. Build a "Drum Tower Smart Brain of Internet of Everything, Cloud Thinking, and Data Intelligence", break data barriers, collect 130 million pieces of data from different departments such as construction, gardening, and urban management, build 10 types of theme libraries such as urban components and project management, and N types of business libraries such as digital communities, and merge and build 32 application subsystems to promote cross-level, cross-regional, cross-departmental, and cross-business data sharing, providing strong big data support for smart water control.
The second "1" refers to building a core platform. Relying on the "Gulou Smart Brain", we have innovatively created a smart river chief integrated management platform to manage the whole life cycle of the river, and realize the joint scheduling of gate pumps, online control of discharge outlets, and online monitoring of sewage pumping stations. In particular, for the phenomenon of river garbage throwing, garbage floating, and dumping sewage, we carry out accurate screening, early warning research and judgment through cloud computing, intelligent analysis and other methods, and notify relevant personnel to deal with abnormalities as soon as they are found, which saves a lot of manpower and material resources and comprehensively improves the intelligent and refined level of sewage treatment.
The third "1" refers to the first "first-line disposal" mechanism. In order to effectively solve the problems of "what can be seen cannot be managed, and what can be managed cannot be seen" in water system governance, we have pioneered the "first-line disposal" grid mechanism in the country, and promoted the responsible units to sink to the front line and efficient disposal by giving the towns and towns the "right to call", "the right to evaluate" and "the right to supervise" to the district and even the municipal departments. The problems uploaded by the masses through the "Gulou Community Happiness Pass" and "Shooting", as well as the problems found by river chiefs at all levels during inspections, can be realized first-line call, first-line registration, and first-line disposal, so that general matters can be responded to within 10 minutes, reported in 1 hour, and dealt with in 1 working day. This mechanism has realized the three major transformations from "small horse-drawn cart" to "grassroots has a call, and departments have responded", from "Kowloon water control is not cured" to "multi-party linkage fingers into a fist", and from a one-man show of various departments to a cross-level, cross-departmental and multi-governance chorus, and has solved 3,691 water system governance problems.

We adhere to the waterfront linkage and the integration of culture and tourism, highlight high quality and characteristics, deeply explore the comprehensive functions of inland rivers such as ecology, culture and tourism, and actively explore new paths of "inland rivers + tourism", "inland rivers + hot springs", "inland rivers + research" and "inland rivers + sports and fitness".
We focus on launching the "Fuzhou Leisure" inland river tour brand, and create the West Lake-Baima River-Dongxihe route, which is the first "Fuzhou Leisurely" boutique route in Fuzhou, realizing a breakthrough in the urban river and lake connection tour line, not only connecting the core historical and cultural areas of Fujian such as West Lake, Yeshan, Sanfang and Seven Alleys, Sanshan and Two Towers, Wuyi Square, etc., vividly showing the ecological beauty of the "Shanshui City" and the humanistic charm of the national historical and cultural city, but also enjoying 11 bridges such as Magpie Bridge and "Baima Riverside People" along the coast Sculptures and other buildings fully reflect the lifestyle of Fuzhou citizens who live by the water and walk with the water. In addition, in order to further show the colorful atmosphere of the Baima River, we used light and shadow technologies such as wall light and shadow shows, time and space tunnels, and LED color-changing light sources to light up the night scenes along the line.
We focus on launching the brand of "inland river + hot spring", fully excavate the historical and cultural connotation of Fuzhou hot spring "Longmai Golden Soup", and create Pujing Hot Spring Hotel, 2 hot spring tourism experience areas of Yuanmai Hot Spring and Minggu Hotel, 4 "time-honored" bathhouses such as Fulongquan and Sanshanzuo, and 5 street hot spring cultural display and experience points such as Shishicao and Yuantang. We have also built the only museum in China to display and promote the hot spring culture - the Hot Spring Museum, which closely follows the folk customs and humanistic characteristics, and reproduces the history of hot spring development and utilization in Fuzhou for more than 1,700 years through graphic display cabinets and scene restoration.

What has Gulou District done in focusing on the brand of "inland river + research + sports and fitness"?

We focused on launching the brand of "inland river + research", and successively held 15 activities such as "Fushui Tour" and "Dragon Boat Fortune Parent-child Research" of the Gududu Research Camp, so that children can deeply feel the thousand-year-old charm of Fujian culture and enjoy the fun of tricks on the water.
In September last year, we also held the city's first "100 miles of water blessing road, millennium Fujian capital picture scroll" water carnival series activities in the hot spring park, which opened the prelude to the first stop of the dragon boat marathon in Fuzhou City, and simultaneously launched more than 20 inland river activities such as model aircraft races and water paddle board races, rejuvenating the new vitality of inland rivers.
